According to my interpretation, the zoning ordinance allows up to <br /> two renters, in addition to the occupant family, in a single-family <br /> home, provided a separate dwelling (kitchen, bathroom, bedroom and <br /> . livingroom) is not created. For three or more renters, a Special <br /> Use Permit is required. I am not aware of any instances in Arden <br /> Hills where rentals to three or more persons in a single-family <br /> home have been approved. No precident is apparent. <br /> CONCLUSIONS: <br /> l. The level of rental use of the subject property exceeds that which <br /> the City has normally found acceptable in single-family neighborhoods. <br /> 2. The past use of the subject property indicates that student housing <br /> has occurred without serious neighborhood disruption. Certain <br /> characteristics of this site--its size and off-street parking <br /> capability--make student housing more acceptable here than on most <br /> single-family lots. <br /> 3. If the Planning Commission, on the basis of past activities on the <br /> property, considers student housing an acceptable use, I recommend <br /> that conditions should be established to: <br /> a. Limit the number of renters. <br /> b. Require periodic review of the operation, or limit the duration <br /> of the rental use. <br /> . c.
