MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING:L'\', r"
Monday, March 30, 1987 - Village Hall
. CALL TO ORDER Pursuant to due call and notice thereof, Mayor Woodburn
called the meeting to order at 7:30 p.m.
ROLL CALL The roll being called the following members were
present: Mayor Woodburn, Councilmembers Dale Hicks,
Nancy Hansen, Gary Peck and Thomas Sather. Also present were Engineers Donald
Christoffersen and Barry Peters, Planner Orlyn Miller, Parks Director John
Buckley, Public Works Supervisor Robert Raddatz, Clerk Administrator Patricia
Morrison and Deputy Clerk Catherine Iago. Treasurer Donald Lamb arrived at 9:00
p.m.
APPROVE MINUTES Moved by Sather, seconded by Peck, that Council approve
the minutes of the Regular Council meeting of March 9th
and the Special Council meeting of March 21, 1987, as submitted. Motion carried
unanimously. (5-0)
BUSINESS FROM FLOOR Virgil Graves, 3580 North Snelling, questioned the
status of the condemnation proceedings on Lindey's
Triangle. Graves also asked if the existing roadway would be used as part of
the parcel, if the City obtains the property, or would continue to be used as a
road.
After discussion, Council advised that no determination would be made regarding
the parcel until condemnation proceedings have been completed.
RES. NO. 87-18: JOSH Mayor Woodburn read the resolution congratulating Josh
. KLICK, EAGLE SCOUT Klick for attaining the rank of Eagle Scout; he
presented the resolution to Josh. Woodburn asked Josh
what community service project he had completed to obtain the rank of eagle
scout. Josh stated he had fingerprinted the children at his school and advised
their parents how the process would help locate the children if they were
reported missing.
Moved by Hansen, seconded by Peck, that Council approve
Resolution No. 87-18, RESOLUTION CONGRATULATING JOSH KLICK FOR ATTAINING THE
RANK OF EAGLE SCOUT. Motion carried unanimously. (5-0)
BRADFORD SITE, Planner Miller reviewed his memorandum of 3/23/87;
3200 HAMLINE; regarding use of the site on Lake Josephine which was
LITTLE BROS. obtained by the Little Brothers/Friends of the Elderly
through the will of John P. Bradford.
Miller was contacted by John Hoffman, attorney for the Little Brothers
organization, who explained the specifications of the will and asked for an
interpretation of how the proposed uses comply with the zoning requirements of
the R-l District. After consultation with the Zoning Administrator, Miller
determined that none of the definitions of the zoning ordinance fit the
proposed "retreat center" classification precisely. The Planner consulted
Attorney Lynden and concluded that the "institutional housing" definition could
be considered applicable; noting that would require obtaining a Special Use
Permit for the site. Another alternative Miller proposed was the addition of a
. specific definition for "retreat center" to the zoning ordinance; noting this
would require a public hearing to amend the ordinance. Miller further stated
the property could be rezoned, however, this would reduce the City's control.
The Planner advised that the zoning ordinance provides for Council
determination when questions arise regarding whether a proposed use falls
within a permitted or special use category; he recommended that the proposed
retreat center be interpreted as a specially permitted use in the R-I District
under the institutional housing use category.
John Hoffman and Mary Quirk, representing the Little Brothers organization were
present. Mary Quirk outlined the proposed use of the site for underprivileged
and elderly persons.
. After discussion, Council concurred that the proposed use of the site be
interpreted as a specially permitted use in the R-l District, under the
institutional housing use category and that the Little Brothers organization be
directed to make application for a Special Use Permit for the retreat center
after their plans are formulated.
----
