Council was referred to Planner's memorandum (3/25/87), . <br /> LANDSCAPING re: additional landscaping on Hamline Avenue. <br /> Planner Miller reviewed the original plan for landscaping Hamline and <br /> identified areas where additional plantings appeared feasible since substantial <br /> completion of construction had been accomplished. He and the Engineer <br /> determined additional plantings would enhance the area. Miller stated the cost <br /> increase would be approximately $4,800; based on unit prices in the original <br /> landscape bid. <br /> Barry Peters of SEH identified the 56 additional plantings; 28 Flowering Crab <br /> trees, 6 Maple trees, 1 Black Hills Spruce and 20 Dogwood shrubs. <br /> Council discussed whether or not homeowner's should be contacted for input; <br /> responsibility for maintenance of the plantings; enhancement of Hamline Avenue <br /> as a "gateway" street in the City. <br /> Miller stated the residents were not contacted for input on the original <br /> landscape plan or the additional plantings; he noted that it is the homeowners <br /> responsibility to maintain the boulevard plantings. <br /> Moved by Hicks, seconded by Sather, that Council approve <br /> the additional landscaping on Hamline Avenue as presented and directed the <br /> Engineer to prepare Change Order No. 1. Motion carried unanimously. (5-0) <br /> EDGEWATER ESTATES; Council was referred to Change Order No. 4, relative to <br /> CHANGE ORDER NO.4 the Edgewater Estates project. . <br /> Barry Peters of SEH reviewed the three items listed: noted that the cost for <br /> Item #3 on the change order would be charged back to the developer for improper <br /> grading of the boulevards. <br /> Hicks moved, seconded by Hansen, that Council approve <br /> Change Order No. 4 on the Edgewater Estates project, in the amount of $3,398.50 <br /> and furthermore, that the developer reimburse the City in the amount of <br /> $2,321.00 for the improper grading of the boulevards along Bruberry Lane and <br /> Wedgewood Circle. Motion carried unanimously. (5-0) <br /> GLENVIEW AVE; Council was referred to letter from Barry Peters of SEH <br /> STORM SEWER (3-26-87) re: the flooding problem on Glenview Avenue <br /> and Glenview Court. <br /> Barry Peters reviewed the history of the drainage problems and previous <br /> attempts to alleviate the problem. Peters summarized his recommendations for <br /> correcting the drainage problem: <br /> 1. Replacing the 18" CMP outlet with a larger capacity concrete pipe and <br /> installing high capacity catch basins at the low point on Glenview Ave. <br /> and the two catch basins southwest of Glenview Court. <br /> 2. Constructing a bermed drainage swale, behind the curb, and extend from <br /> the swale from the low point to the property line then east along the <br /> north property line to Valentine Park. . <br /> 3. Construct a small berm in front of 3946 Glenview to reduce the potential <br /> for water jumping curb and draining across the Caniff's property. <br /> The estimated cost of the recommended system, including engineering, legal and <br /> administrative costs is $23,000.00. <br /> Council ,discussed various methods of funding for the project or if the project <br /> CQuld be included as part of the Edgewater Estates development. <br /> The Engineer stated he would contact the developer for the Edgewater project to <br /> determine if Glenview Avenue could be done in conjunction with Edgewater and to <br /> receive a cost estimate. <br /> The Public Works Supervisor advised he would review the 1987 budget to . <br /> determine if funds are available for the project. <br /> There was discussion regarding catch basin and pipe design, and potential water <br /> damage to park property. Barry Peters gave rationale for size of pipe and <br /> catch basin design; also explained that the catch basin apron at Valentine Park <br /> would include rock for water distribution. <br /> --------- <br /> -- <br />
