Village of Arden Hills <br /> April 9, 1987 <br /> Village Hall <br /> Call to Order <br /> The meeting was called to order at 7:30 p.m. by Chairman Bauer. <br /> Roll Call <br /> Present: William Bauer, Peter Martin <br /> Absent: Rolf Bag1ien, Tim Byrne, Ken Fros1id, Clark Hagemeyer, Joe1len <br /> Johnson, Anita Madsen, Elaine McGillivray, William Oberreit <br /> Also Present: Mayor Robert Woodburn, Clerk Administrator Patricia J. Morrison <br /> Approval of Minutes <br /> Motion was made by Martin, seconded by Bauer; that the minutes of January 29 be <br /> approved as submitted. Motion carried unanimously. <br /> Government Channel 16 <br /> Chairman Bauer discussed the changeover from Channel 38 to Channel 16, the <br /> problems encountered by Arden Hills with the conversion, the possibility of <br /> citing North Central, and the delay in the ordering of crystals for the <br /> conversion. Martin suggested the Agreement should have enforcement powers <br /> which would penalize North Central financially for non-compliance. <br /> Franchise Fees <br /> Mr. Bauer reported that, in March, Arden Hills received franchise fees in the <br /> . amount of $9,678.62, $4,311.76 of which was sent to the North Suburban Cable <br /> Commission as the budget contribution due from the City, leaving a balance of <br /> $5,366.86. He further noted that, as part of the agreement for approving the <br /> transfer from Group W to North Central the City was to receive a credit of <br /> one-half of the previous $2,425.25 balance; therefore, a check of $1,212.63 was <br /> being remitted to Arden Hills. <br /> --..- --.- <br /> -' -..--- -. <br /> , / Proportionate Representation on NSCC' ') <br /> ''-~Mr I\A"@T..Jldyisac! the-North Suburban'Cable Commission, at their April 2 <br /> meeting, had discussed voting procedures, and the concern that some of the <br /> Smaller cities pay a larger percentage of the Commission budget, yet receive a <br /> smaller amount of franchise fees. He stated currently representation is based <br /> 'on population (one vote per 5,000 population), and that the Commission had <br /> . directed their attorney to review a procedure whereby the procedure for <br /> proportionate representation would be based on the number of subscribers, or <br /> franchise fees. He stated any change would affect Arden Hills very little, <br /> since we now have 6.45% of the vote, and with proportionate revenue, we would <br /> receive 6.39%. <br /> Mr. Martin stated he would like to lock in the representation formula we now <br /> have, Bauer adVised this could not be done, and that he would like to discuss <br /> this matter with the Council. <br /> Character Generator <br /> Hr. Bauer advised the Access Corporation had ordered ten new Texcan character <br /> . generators, together with a CSS-90 unit to enable programmed replay.
