<br /> --------- <br /> . <br /> Minutes of the Regular Council Meeting, May 11, 1987 <br /> Page 6 . <br /> FEES (CONT'D) Councilmember Sather questioned the fees for restaurant <br /> and cafe licenses, as there are not health inspections <br /> provided. The Clerk Administrator advised that the fee covers the <br /> administrative costs for issuing the license; when a health complaint is <br /> received by the Village, the appropriate State agency is called for an <br /> inspection and may request Dr. Dunn, our health inspector, also inspect the <br /> premises. <br /> Councilmember Peck commented that the proposed increases in the contractors and <br /> rubbish haulers licenses will more than likely be passed onto the residents of <br /> the Village. He questioned why the dog licenses were not issued on a life-time <br /> basis. <br /> Mayor Woodburn explained that a rabies vaccination is required every two years <br /> and proof of vaccination must be shown when renewing the dog license. <br /> Moved by Hansen, seconded by Woodburn, that Council <br /> approve the proposed permit and license fee increases, excluding the <br /> Excavators, Plumbers and Contractors, as outlined in the Finance Committee <br /> minutes Qf 4-23-87. <br /> Winiecki moved, seconded by Peck, that the motion be <br /> amended to include the Rendering Plant permit fee increase from $600.00 to <br /> $630.00, to cover inspection costs. . <br /> Amendment to motion carried. (5-0) <br /> Original motion as amended carried. (5-0) <br /> Council requested the Clerk Administrator contact the Attorney to determine if <br /> the Rendering Plant fee increase requires an Ordinance amendment. <br /> CONTRACTORS LICENSE Clerk Administrator Morrison inquired if Council <br /> concurred with her suggestion to request the Attorney <br /> to draft an Ordinance revision to include licensing of General Contractors, <br /> Excavators and Plumbers; she offered to work with Lynden to draft the revision <br /> for the next regular Council meeting. <br /> Council commented that Plumbers and Electricians are licensed by the State and <br /> would be excluded. <br /> Moved by Hansen, seconded by Peck, that Council directs <br /> the Clerk Administrator and Attorney to review current fees and draft an <br /> Ordinance revision relative to General Contractors, Excavators, Plumbers, <br /> Heating Contractors, and Rubbish Haulers licenses. Motion carried. (5-0) <br /> UTILITY RATE Council was referred to Finance Committee minutes <br /> INCREASE 4-23-87, relative to increasing utility rates. The last <br /> increase for sewer utility was in 1981 and the <br /> Committee recommends a 15% increase, effective July lst; this increase is . <br /> expected to cover costs through 1989. <br /> Council discussed the charges for sewer utility to non-profit organizations. <br /> Morrison advised the Attorney informed her the Village cannot charge a higher <br /> fee to non-profit organizations nor a lower fee. <br /> Council questioned the formula for commercial accounts and the reference to <br /> sewer utility rate increases providing a "minimal amount of cushion". <br /> After discussion, Council concurred that they would like to clarify the <br /> rcommendations of the Finance Committee and requested a representative of the <br /> Committee be present at the next regular Council meeting of May 26th. <br /> OTHER BUSINESS <br /> PARKING AT MOUNDS Councilmember Peck discussed the parking situation at . <br /> VIEW HIGH SCHOOL in the area of Mounds View High School. He suggested <br /> the Clerk Administrator be given authorization to post <br /> the no-parking signs when deemed necessary, rather than review each posting <br /> with the Council. <br /> Council discussed the placement of signs at access roads only; removal of signs <br /> during the summer months. <br /> Morrison advised that Commander Bergeron stated there may be difficulty <br /> ~~0oecuting offenders if the signs are removed and replaced. Mayor Woodburn <br /> '~..l' in!! Attorney saw no prob lem with prosecuting offenders. <br />
