Clerk Administrator Morrison has <br /> . recommended these fees be updated to more closely reflect actual costs to the <br /> Village for these services, and conform closely to those charged in surrounding <br /> communities. She also recommended that a record be kept of the consulting fees <br /> incurred - direct fees from the Planner, City Engineer, and City Attorney - and <br /> these be charged to the applicant. Rationale for this charge is that some <br /> cases will take perhaps only 1/2 hour of consulting time; others may take two <br /> to three days; this method would more accurately reflect actual costs to the <br /> City. <br /> Rautio, reported for the subcommittee, stated that she had reviewed Morrison's <br /> recommendations and felt they were fair. Committee discussed briefly whether <br /> the fee structure for a variance should be different for residential vs <br /> commercial. Morrison felt that charging the consultant's time to the applicant <br /> would cover the additional costs in processing a variance for commercial firms. <br /> Committee requested that the Planner and Deputy Clerk keep track of the <br /> expenses incurred for commercial variances to see if the fee charged is <br /> adequate. <br /> Motion was made by Rautio, seconded by Menze, that Committee recommend to <br /> Council the proposed fee schedule for permit fees for Planning process <br /> services, as attached, effective July 1, and that a $15.00 charge + consulting <br /> fees for apportionment of assessments be added to the schedule. Motion carried <br /> unanimously. <br /> Buildin~ Permit Fees <br /> . Arden Hills presently follows the 1979 schedule for fees, as outlined in the <br /> Uniform Building Code. Committee was given results of a survey of surrounding <br /> communities, and other cities comparable in size to Arden Hills, of building <br /> permit fees charged. Of those cities surveyed, eleven used the 1985 schedule <br /> for fees recommended in the Uniform Building Code. and five (including Arden <br /> Hills) were still using the 1979 schedule. All except Arden Hills were <br /> charging a 65% "plan check fee" (added to the basic building permit fee) for <br /> commercial, and all but six charged a plan check fee for residential building <br /> in varying amounts (Arden Hills charges none). <br /> Using the 1979 rates as we now do, the average building permit costs (for a new <br /> home) are between $400 and $500 for building permit f~e itself, $40 for the <br /> , <br /> State surcharge, and $525, the mandatory SAC charge, for about a $1,100 total. <br /> The same fee schedule is used for commercial, industrial buildings with the <br /> addition of a 50% "plan check fee" - 50% of the building permit cost is <br /> calculated and added to the total cost. Using the 1985 schedule (the most <br /> recent schedule of rates recommended by the State), the building permit fee for <br /> the average home would increase by $250 to $300. Adding a 65% plan check fee <br /> would about double the cost of a building permit for residences. <br /> An addendum to the Uniform Building Code received 5/28/87 indicates that it is <br /> now mandatory to charge a 65% plan check fee for all new construction, and for <br /> commercial remodeling. The Clerk Administrator was asked to check with the <br /> State Building Code Office for a further interpretation of this. <br /> . It was moved by Rautio, seconded by Menze, that Committee recommend to Council <br /> adoption of the 1985 Uniform Building Code schedule for Building Permit Fees, <br /> with a 65% plan check fee for commercial and residential, effective July 1, <br /> 1987; Clerk Administrator to check with the State re the rules on the plan <br /> check fees. Motion carried unanimously. <br />
