Buckley Report: (a) Kevin Fuller: Kevin's probation period, as a full time employee, has been completed. John is recommending a 50 cent per hour increase. I fully agree with John's opinion of Kevin's work performance. (b) Parks Truck: John and Bob have worked together on this, and are recommending purchase (through the singular bid we received) of the 1988 Ford. (The $13,995 is for chassis). 15. Labor NeRotiations Report: Councilman Sather has summarized (enclosed) the proposed contract offered to the Public Works' employees. We received, in Friday's mail, a counter-offer, as attached to Tom's memo. 16. Fire Report: Councilmember Hansen and Mayor Woodburn have met with members of the LJVFD and with Shoreview and North Oaks' representatives. Nancy will update the Council. 17. Finance Committee Recommendations: The Finance Committee minutes are . enclosed delineating their recommendations. It is recommended building permit fees b~ in accordance with the State Building Code fee schedule of 1985 (latest issued); the City now uses the 1979 schedule. The Committee is also recommending instigation of a 65% plan review fee in accordance with mandatory 1985 regulations. We now have a 50% plan review fee for all commercial and industrial sites. It is Larry Squire's opinion that the 65% plan review fee charge should not be directed to residential construction. I would be happy to discuss this with you either before, or at, the Council meeting. The Committee has also recommended an increase of our Planning fees. I believe the schedule, as enclosed, will be more representative of the costs incurred. Again, I would be pleased to address any questions you may have. 18. Human RiRhts Commission: Lois Donalds has submitted a letter of resignation from the Commission. 19. Treasurer's Report: Don will be present to discuss investment of a $250,000 C.D. with Twin City Federal. 21. Resolutions 87-27 and 87-28: Resolutions setting forth sewer and water rate increases previously approved by the Council. Cardiac Pacemakers: Cathy has submitted a memo to the Council . addressing the request for banners and a balloon.
