<br /> .~ <br /> Minutes of the Regular Planning Commission Meeting, June 3. 1987 ~ <br /> Page 2 <br /> CASE H87-l8; AMENDED Planner Miller reviewed the initial approval for the <br /> SITE PLAN REVIEW AND construction of four tennis courts and the <br /> V AR.; ARDEN HILLS air-supported structure enclosing them, which was given . <br /> in 1977 and conditioned upon review of the structure <br /> "in 10 years or when the structure needs replacement, whichever comes first." <br /> Miller stated that the applicant is proposing to construct two additional <br /> tennis courts and replace the existing air-supported structure with a larger <br /> structure to enclose all six courts. He advised that all setbacks proposed meet <br /> or9inance requirements, and the proposed expansion meets the requirements for <br /> percentage of site coverage and landscape area. <br /> The Planner advised that the existing air-supported structure is 40 feet high <br /> at its highest point; the replacement structure will also be 40 feet high. He <br /> explained that when the existing structure was installed a maximum height of 45 <br /> feet was permitted in this district. The revision of the zoning ordinance in <br /> 1980 reduced the permitted height in the I-l District to 35 ft. Therefore, the <br /> replacement structure will require a height variance of 5 feet. He advised the <br /> Commission that this variance does not require a hardship finding as it is <br /> justifiable on the basis of expansion of an existing use established under a <br /> previous ordinance. Miller noted that this variance was identified after the <br /> Board of Appeals had held their meeting and the variance will have to be <br /> reviewed by the Board for their recommendation to Council. <br /> Miller discussed the parking situation. noting that if the facilities were used <br /> to their maximum extent approximately l56 spaces would be required. The present <br /> lot contains 97 spaces, for an apparent deficiency of about 59 spaces. Twenty <br /> additional spaces are proposed at this time and the maximum additional parking . <br /> generated by 2 additional tepnis courts would be 16 cars. It is the Planner's <br /> opinion that the two additional courts coupled with 20 additional parking <br /> spaces will not increase the parking deficiency, but will instead contribute to <br /> the general parking supply. He advised that if t~e intensity of use of the <br /> facility increases significantly, the large Control Data parking lot across the <br /> street may provide an opportunity for a "shared parking" agreement. <br /> .The Planner also expressed his concern about the number of driveway entrances <br /> onto Fernwood Avenue. He recommended that the applicant consider eliminating <br /> the south access to the new parking lot and connect the parking lot to the <br /> existing service drive. Miller noted this re-orientation of the parking lot <br /> would accommodate additional parking spaces, increase the green space and <br /> enhance the general area. <br /> Jim Bourquin, owner of the Arden Hills Club and Brian McCoy, Club Pro, 'appeared <br /> before the Commission to discuss the application. Bourquin stated that the <br /> membership in the club has increased significantly over the past lO years; he <br /> explained that this expansion is probably the last change that can be <br /> accomplished under the current zoning requirements. Bourquin agreed with the <br /> Planner's suggestion for elimination of the the south access and stated he <br /> would incorporate the change into his plan. He commented that he would like to <br /> grade the area for the tennis courts this fall, let the ground settle through <br /> the winter months, construct the tennis courts next summer and construct the <br /> air-supported structure in the fall of 1988. <br /> . <br />
