<br /> .' . <br /> Minutes of the Regular Planning Commission Meeting, June 3, 1987 <br /> Page 4 <br /> CASE #8Y-19 (Cont'd) Miller also explained the applicant is proposing to <br /> construct a temporary access drive to Hamline Avenue; . <br /> this driveway will be generally aligned as shown on the previous proposal for <br /> rezoning the property. <br /> The Planner stated that the proposed landscaping at the front of the building <br /> is considered adequate; he recommends that some evergreen ~rees be planted in <br /> the parking setback, at the front of the site, and that the area mentioned <br /> should also be bermed slightly to soften the view of the parking area. <br /> Miller explained that the zoning ordinances requires screening where any <br /> business use is adjacent to any residential district, therefore. screening is <br /> required along the south property line., <br /> Dwight Chestnut, Construction 70, was present to discuss the application and <br /> answer Commission questions. He stated that the rooftop mechanical equipment <br /> will be painted, and they can continue the mansard roof across the rear of the <br /> building. <br /> Member Thorn asked if the applicant would be agreeable to the placement of <br /> trees along the south border of the property and to keeping as many of the <br /> existing trees in that area as possible. <br /> Chestnut advised that the day care facility would prefer to keep trees out of <br /> the childrens play area. for safety purposes, however, he suggested they could <br /> move the rear fence closer to the building and maintain a natural area on the <br /> south border and add some additional plantings if the existing trees do not . <br /> sufficiently screen the area from the adjacent residences. <br /> . <br /> Chestnut displayed two proposed signs for the day care center, a free standing <br /> plyon sign and another sign with a brick base. <br /> Miller advised the l8 ft. pylon sign exceeds the ordinance height limitation of <br /> l6 ft.; suggested the brick based sign may be more appropriate for this area. <br /> Chestnut advised that he would keep the sign in compliance with the sign <br /> ordinance requirements. <br /> Member Zehm questioned if the temporary access drive would be a two-way drive. <br /> Chestnut advised the temporary road would be 24 ft. in width and would be used <br /> for two-way traffic. <br /> The Planner recommended that the actual design and grading plan for the access <br /> drive to Hamline be approved by the City Engineer. <br /> There was discussion relative to trash containment on the site. The Planner <br /> noted that the trash containment for this site, in comparison with the previous <br /> rezoning proposal for the adjacent site, would be located in the front of the <br /> building (near the driveway off Highway 96); he did not see any visual impact <br /> problems for the Townhouse development because of the distance involved. He <br /> suggested applicant may consider total trash enclosure. . <br /> --- ------------- <br />
