The Planner advised that the Village retains a 20 ft. easement along <br /> that property line; he suggested the easement could be used for the Village to <br /> provide proper screening of the storage area for the public works building. <br /> The Planner commented that the trees and large shrubs at tpe rear of the day <br /> care center site are actually on the Townhouse Village property; it was his <br /> opinion that the existing trees will not provide total screening. <br /> Member Thorn asked the applicant if he would be agreeable to providing <br /> additional plantings in that area. <br /> Randy Petersen, Daybridge Day Care Center representative, stated he and Dwight <br /> Chestnut would be agreeable to working with staff on screening the south border <br /> of the property. <br /> Moved by Thorn. seconded by Petersen. that Commission <br /> recommend to Council approval of Case #87-l9, Minor Subdivision and Site Plan <br /> Review for Day Care Center adjacent to City Public Works Building, Construction <br /> 70/Maur-Rand Corporstion, contingent upon the following: <br /> l. Approval of the Minor Subdivision conditioned upon consolidation of the <br /> remainder of the west lot to the existing east lot and the applicant's <br /> submission of a surveyor other recordable document required by Ramsey <br /> County accurately identifying the new lot lines and cross-easements for <br /> access, for administrative review. <br /> . 2. Approval of the final grading plan. including grading for the access drive <br /> to Hamline Avenue. by Cit~ Engineer. <br /> 3. Approval of an access permit from MN/DOT. <br /> 4. Applicant providing verification that rooftop mechanical equipment is <br /> completely screened from the adjacent residences and subject to review and <br /> approval by City Planner. <br /> 5. Applicant providing details of trash storage enclosure. <br /> 6. Applicant revision of the landscaping plan. subject to approval by the City <br /> Planner, to provide: <br /> a. Screening at the south property line. <br /> b. A berm in the front parking setback. <br /> C. Some evergreen trees in the front parking setback. <br /> 7. Applicant addressing situation that exists requiring screening along the <br /> south property line adjacent to the Townhouse Village residences. <br /> 8. That the applicant collaborate with the City Planner to resolve the ,issues <br /> and concerns expressed by Commission members at this meeting. <br /> Motion carried unanimously. (7-0 ) <br /> PRELIMINARY DISC. Planner Miller advised Commission members that a <br /> VALENTINE HILLS proposal for platting 7 or 8 lots. which required <br /> SUBD.. LOT 1 BLK 1 extensive excavating and filling of the low land on <br /> this property, was reviewed several years ago by the <br /> Planning Commission and subsequently denied by the Council because the <br /> Engineering report relative to the filling for placement on homes on the lots <br /> was done on tbe basis of a 30 ft. setback; likewise the computations on <br /> . drainage and storage needs were done on the 30 ft. setback basis and did not <br /> adequately meet the zoning requirements at that time. <br /> ----------- <br />
