June 3. 1987 <br /> Page 6 <br /> VALENTINE HILLS Miller advised that the potential applicant this <br /> (CONTINUED) evening is interested in developing this site and . <br /> requests Commission direction and comments relative to <br /> his proposal; no formal action is necessary at this time from Commission. <br /> Commission asked Miller to define and give a brief description of the property. <br /> The Planner displayed a diagram with lot dimensions and a'topographical diagram <br /> of the lot. He addressed the storm drainage requirements in this area; noting <br /> that the water collects in the area and eventually flows into Valentine Lake. <br /> When the first proposal was submitted, Rice Creek Watershed did approve that <br /> proposal and had computed the storm water storage needs in the area; they were <br /> apparently satisfied that storage needs could be accomplished. The issue was <br /> complicated by the question of whether Ur not the outlet really accommodated <br /> certain elevations without jeopardizing homes in the area. <br /> Chairman Curtis asked whose responsibility it would be to make improvements to <br /> the outlet in the area if problems did occur. <br /> Miller stated the responsibility would be either with the Highway department or <br /> the City; subdivision regulations state that the City should not approve any <br /> lots or development that would create any problems on the development itself or <br /> on any adjacent property. <br /> The Planner commented that denial was based on the Engineering computations <br /> being calculated on a 30 ft. setback; if computations were done with a 40 ft. <br /> setback there would be an additional lO ft. of fill, therefore, the applicant . <br /> would have to recompute the entire proposal. The applicant. for unknown <br /> reasons. did not pursue the .issue further. <br /> Chairman Curtis asked the potential applicant if he had any computations of <br /> this nature done in relation to his proposal this evening. <br /> David Dnistran, Architect and resident of Arden Hills, stated he had not <br /> pursued the filling issue to that extent; he commented that if he received <br /> .favorable comments relative to his proposal he would pursue the engineering <br /> studies. <br /> Dnistran stated he had reviewed the files relative to the previous proposal for <br /> this property; he was unsure as to why the applicant and current fee owner of <br /> the parcel did not pursue the matter further. <br /> Dnistran stated that the area is zoned R-l and that Townhouses would be.' <br /> permitted under special use permit. In reviewing the old files, he noted that <br /> the original proposal was for 9 lots, then reduced to 8 lots. He commented that <br /> single family dwellings may have a greater negative impact in the area, due to <br /> fill and drainage problems. Dnistran proposed a townhouse development on the <br /> east end of the site, possibly 8 units, which would utilize the more buildable <br /> area of the site and leave remainder of the site open for drainage or possibly <br /> development as a ponding area for wildlife. He stated this may have less <br /> negative impact on the area; and commented he could have a meeting with the <br /> neighborhood to receive their input. <br /> Chairman Curtis advised that a Special Use Permit requires a public hearing. . <br /> _n <br />
