June l8. 1987
Village Hall
Call to Order
The meeting was called to order at 7:30 p.m. by Chairman Schultek.
Roll Call
Present: Dick Schultek, Roy Ambli. Rob Carley. Paul Malone, David McClung.
Bud Steglich, Jerry Timm. Ed Trolander. Don Zehm
Absent: Duane Long, Bill Gillies
Also Present: Councilmember Nancy Hansen. Mayor Robert Woodburn, Public Works
Supervisor Robert Raddatz, Clerk Administrator Patricia J.
Morrison, Deputy Frank Herbst .
Approval of Minutes
It was moved by Zehm, seconded by Steglich. that the minutes of May 21. 1987 be
approved as submitted. Motion carried unanimously.
Review of Police and Fire Reports
Deputy Herbst reported that l62 tickets had been issued at Lake Johanna the
weekend of June l3 and l4. (Of these. l3l were issued to Hennepin County
residents) . Problems with excessive parking on County Road E were still
experienced.
The number of alarm calls was up (59) (April had only 27).
. All but one of the burglaries which occurred in May were in the trailer court.
The number of DWI arrests made was down.
Carley asked if Arden Hills has a specific "Noise Ordinance". or if one had
ever been considered; stated his neighborhood had some problems with car repair
noises late at night. Deputies had been called; however, the noise resumed as
soon as the deputies left the area. Herbst stated that Bloomington had such an
ordinancet that Ramsey County Sheriff's pffice had the equipment to measure
noise levels. and he was trained in the use of this equipment. (Secretary's
note...the Arden Hills Council considered such an ordinance in August of 1980.
It was not adopted. because (a) most of the contractors ~orking in Arden Hills
at that time were cooperative about restricting noise level to day time hours.
(b) most noise complaints could be handled under provisions incorporated in the
Zoning Ordinance. (c) equipment was not then available to measure noise levels.
The Public Safety Committee, at that time, recommended delaying passage of any
such ordinance until we could observe how effectiveness and ease of enforcement
worked out for Bloomington.)
\, 'ParkinR Problems, Vicinity of Floral Park
Request had been received for "no parking" on one side of Royal Lane during
Little League games at Floral Park, since the street curves, visibility is
limited. and with cars parked on both sides of the street. it becomes too
narrow for two cars to pass each other with ease. This problem only occurs two
. nights a week, during the Little League season (late May to July).
-- ---..--..--
