. ,
Minutes of Regular Parks and Recreation Committ~e.Meeting. June 23
. Page 2
After discussing various ways to improve safety in the area (warning signs,
flyers put on the cars to indicate drivers should park more considerately),
additional patroling of the area during ball games) it was moved by Zehm.
seconded by Steglich, that Committee recommend to Council that Royal Lane be
posted with cardboard signs. on the west side of the street, by Parks
personnel, on the evenings when games are scheduled at Floral Park. The signs
would be removed the following morning, by Parks personnel. (Resident Paul
Malone indicated that the situation is dangerous only during scheduled league
games. ) Motion carried unanimously.
Recyclinll; Update .
Letters sent to all rubbish haulers and all recycling agencies in the
metropolitan area resulted in one firm bid to provide Arden Hills with
recycling service, and one rubbish hauler indicating an interest in submitting
a bid. Ramsey County aims for a l6% reduction in the amount of waste generated
by each community by 1990. Malone reviewed options open to the Vil1age...(1)
apply for 1988 grant money and accept the recycling bid received for a monthly
pickup of recyclable materials from each home. (2) establish our own
Village-owned recycling service, (which has been done successfully in some
communities) or (3) do nothing. which would probably result in increased
assessment to Arden Hills residents from Ramsey County. He added that before
any recommendations are made by this committee, a lot of further study needs to
be made into each of these options, as well as into the possibilities of
organized refuse hauling.
. Colleen Halpine, Ramsey County's consultant in this area, had offered to attend
a meeting with the committee to further explain the County's recycling plans.
Because of the enormity and scope of the subject. Committee concurred to create
a citizen's subcommittee on recycling, which would then report to this
committee. Paul Malone and Nancy Hansen will serve; Morrison will invite a
representative from the Chamber of Commerce. Ms. Rob Carley has been invited to
join; Mary Trisko, an interested citizen and member of the League of Women
Voters. will be invited to serve. Ms. Halpine will be invited to attend the
first meeting of this subcommittee. (Secretary's note...the first meeting will
be held July 9, 7:00 p.m. at the Village Hall. Two League members. Mary Trisko
and Gloria Kuehn, agreed to be a part of the subcommitte~. Ms. Halpine will
attend. )
OSHA Update
Zehm's report covering his review of City operations for conformance to OSHA
standards was briefly discussed. Zehm pointed out that the report was not
complete; not all areas of the city have been surveyed as yet. Estimated OSHA
penalties (if an official OSHA inspection were made) cover only the bare
minimum that would apply.
He discussed briefly the implications of the recent legislation in this area.
The "confined entry" addition to OSHA standards will require a special permit
being required each time anyone enters a lift station, plus another individual
stationed outside the lift station, and another within calling distance. It
. apparently is possible to obtain a yearly permit for "confined entry" when all
