Resolution #87-4; World Peace Resolution: A representative, Nadja Birkeland, <br /> of the Bahai Community will be present. <br /> 5. Resolutions #87-50, 51, 52; Assessment Hearings; Edgewater, Northwoods, <br /> and Glenhill: Barry Peters will be present to discuss costs, methods of <br /> assessment, and will answer any other questions the Council may have. The Edgewater <br /> and Northwoods projects' assessments have been made payable over a period of six <br /> years, rather than ten (as set forth previously by the Council); this was changed <br /> based on the development agreements signed by the developer. Glenhill still remains <br /> payable over a ten year period. <br /> For your information, Mr. George Reiling was in to question his assessment for <br /> the storm sewer portion of the Northwoods project. However, while reviewing the <br /> development agreement the next day, as signed by a representative of Opus as well <br /> as Mr. & Mrs. Reiling, the right to object to special assessments was waived in <br /> the Agreement (see attached). <br /> . Also, Barry Peters advises that, on Edgewater, Mr. Jerry McGuire would like some <br /> of the assessments taken from the apartment building and placed on the townhomes. <br /> Barry Peters will discuss this at the meeting. If the Council desires to do this, <br /> it may be appropriate to have McGuire and an officer of Mardon Homes sign an <br /> addendum to the develoment agreement stating that they mutually agree to this <br /> arrangement; rationale for change, that the assessments as proposed are reflective <br /> of benefits derived from the improvement, and, further that neither party will <br /> appeal any assessments placed on the properties. <br /> Glenhill: the only comments received on this improvement (not necessarily <br /> connected to assessment), to date, has been the letter you received on 8/14, <br /> from Mr. & Mrs. Stenberg, 1415 Glenhill Road, relative to lot restoration. <br /> Consensus (from Roseville project engineer, SEH Inspector John Lee and Barry <br /> Peters) is that the restoration job is satisfactory as is. <br /> 6. Keithson Addition: Marcel Eibensteiner has requested that his letter of <br /> credit be "zeroed-out" for this project. It is my understanding that this cannot <br /> be accomplished until the engineer writes a report to Council advising that the <br /> work has been completed satisfactorily, and recommends Council acceptance of the <br /> improvement. Barry will discuss this with you. It is my understanding, to date, <br /> there is still some work to be done with the ditch on Highway 96, and I think <br /> there are other engineering factors yet to be completed. <br /> Nevertheless, the Council may wish to, if not eliminate, reduce the letter of <br /> . c~edit from $190,347.00 in relation to the small amount of work yet to be done. <br />
