Completion of Residential Construction: Orlyn has submitted his study on <br /> completion of residential homes, suggesting alt~rnative methods to an approach. <br /> (As an aside, the City I previously worked for had an ordinance providing that <br /> the roof and building exterior of all sides of any residential building (including <br /> garages and accessory buildings) had to be finished within 12 months of the <br /> issuance of the building permit for all new construction, alterations, or <br /> relocations) <br /> 10. Ordinance #249; Re: Speed Limit on Lake Johanna: Final reading of the <br /> Ordinance limiting speed on Lake Johanna. Upon approval by Council, the Ordinance <br /> will be submitted to the DNR, who sends it through Ramsey County. After their <br /> approval, the Ordinance will be published, and become effective. <br /> II. Parks Director Report: John Buckley will be present to discuss his <br /> Agenda items. <br /> 12. Public Safety/Works Committee: Paul Malone will be out of town so will be <br /> unable to make a presentation; however, the PS/W minutes are available. Bob Raddatz <br /> will discuss the PS/W Committee actions. He will present a mock-up of the water <br /> meter reading ~ard for your consideration. <br /> . We have enclosed with your packet a copy of a letter received from another <br /> resident (first one from Larry Erickson).who received ,a much higher meter <br /> reading after a new meter was installed. <br /> In both cases the readings (upon which their billing was based) were taken from <br /> inside meters. These meters are accurate, as compared to outside meters which <br /> are subject to climatic conditions and mechanical failures. <br /> Although one can certainly have empathy for the homeowner who receives a <br /> sizeable bill after a new meter is installed (or an inside meter read), the <br /> policy in the past has been to bill in accordance with the most accurate meter <br /> reading. <br /> If the Council wishes to change this policy, or set guidelines, we shall address <br /> these situations differently in the future as they arise. <br /> 13. Resolutions #87-53 & 54: The resolutions are for transfer from Don Lamb, <br /> to Frank Green, authority to transact City business with the Roseville and Norwest <br /> Banks, and to wire transfer funds as needed. Mr. Green will be present at the <br /> meeting to take his Oath of Office. As suggested by Mayor Woodburn at the last <br /> meeting, an audit will need to be done; this will be started on September 1st. <br /> 14.
