Most communities that I contacted depend solely on the <br /> provision of the Uniform Building Code which simply requires "continual <br /> work progress" to avoid suspension of a building permit. I did find a <br /> couple communities that set a time limitation on completion of one-and <br /> two-family residential construction. However, none of the communities <br /> that I contacted specifically address the items to which you expressed <br /> concern. Therefore, I have drafted some suggested provisions, in <br /> ordinance format, for controlling the completion of residential construction. <br /> These are attached for your review. <br /> The suggested regulations are drafted in two optional formats. Option 1 <br />. would require total completion of all building permit related work <br /> within the specified time frame, and would be enforcable through the <br /> termination of the building permit. <br /> If your concern is primarily for the completion of visible, exterior <br /> construction work, Option 2 would be more appropriate. It would not <br /> terminate the building permit within a specified time, but would require <br /> the completion of exterior construction only. Interior construction <br /> could continue for a longer time. Enforcement of these provisions, <br /> .therefore, would be in accordance with normal zoning enforcement practices. <br /> The difference in the two approaches is relatively minor, but it may <br /> make a difference to one who wishes to complete the interior construction <br /> over an extended period of time on a "do-it-yourself" basis. Please <br /> review the attached drafts.
