Monday, August 31,1987, 7:30 p.m. - Village Hall <br /> CALL TO ORDER Pursuant to due call and notice thereof, Mayor Woodburn <br /> called the meeting to order at 7:30 p.m. <br /> ROLL CALL The roll being called the following members were <br /> present: Mayor Robert Woodburn, Councilmembers Nancy <br /> Hansen, Gary Peck, Jeanne Winiecki and Thomas Sather. Also present: Planner <br /> Orlyn Miller, Attorney Rob Plunkett, Treasurer Frank Green, Engineers Don <br /> Christoffersen and Barry Peters, Parks Director John Buckley, Public Works <br /> Supervisor Robert Raddatz, Clerk Administrator Patricia Morrison and Deputy <br /> Clerk Catherine Iago. <br /> RES. 1187-48; Council was referred to the Resolution Commending the <br /> WORLD PEACE Universal House of Justice Statement liThe Promise of <br /> World Peace. <br /> Mr. & Mrs. Birkeland, representing the Baha'i world community, were present to <br /> give a brief background of the Baha'i philosophy and request Council approval <br /> of the resolution. <br /> Moved by Sather, seconded by Winiecki, that Council <br /> approve Resolution No. 87-48, COMMENDING THE UNIVERSAL HOUSE OF JUSTICE <br /> STATEMENT liTHE PROMISE OF WORLD PEACE". Motion carried unanimously. (5-0) <br /> APPROVE MINUTES Moved by Peck, seconded by Hansen, that Council approve <br /> . the minutes of the Regular Council meeting of August <br /> 10, 1987, as submitted. Motion carried unanimously. (5-0) <br /> Councilmembers commented that the minutes could be further condensed to save <br /> time. <br /> PERMIT; TENT SALE Council was referred to request from Hoigaard's for <br /> HOIGAARD'S, INC. a permit for their annual tent sale. <br /> David Rask, representing Hoigaards Ski Shop was present and advised Council <br /> that the tent sale has been held annually for the last 4 years; when he applied <br /> for the permit the Fire Chief expressed concerns relative to the tent meeting <br /> the Uniform Fire Code Standards. Rask stated that the tent meets fire retardant <br /> materials standards, there are sufficient numbers of fire extinguishers located <br /> in the tent, the proper number of exits are provided and there will be no <br /> smoking allowed in the tent. <br /> Fire Chief Dan Winkel explained that the tent does not meet the 30 ft. setback <br /> requirement; he noted that there is a provision in the UFC for the Fire Chief <br /> to grant variances from UFC requirements if appropriate. Winkel stated the <br /> applicant has been agreeable to suggestions and is willing to work with staff <br /> regarding this matter. <br /> Moved by Hansen, seconded by Peck, that Council approve <br /> the Permit for HOigaard's annual tent sale, September 24 thru 27, 1987, during <br /> . the hours listed on the permit, contingent upon the applicant complying with <br /> Fire Chief's recommendations for safety measures and that the Fire Chief <br /> inspect and approve the tent placement one day prior to the beginning date of <br /> the sale. Motion carried unanimously. (5-0) <br /> BUSINESS FROM FLOOR <br /> LOT 13; TILLER LN. Council was referred to an informatipn packet relative <br /> AND DELLWOOD AVE. to complaints received pertaining to Lot l3, Block 5, <br /> Josephine Hills Addition. <br /> Paul and Jean Arend, 1227 Tiller Lane, advised that he and other residents in <br /> the area would prefer to have the lot remain in it's natural state for .- - <br /> preservation of the wildlife in the area. <br /> . Council discussed the information received on this lot, dated 8/28/87, and <br /> noted the snow fence meets code requirements, however, the sign is in violation <br /> of several code requirements. <br /> Zoning Administrator reported that the sign exceeds the size and height <br /> requirements and does not meet setbacks; she stated she would contact the owner <br /> of the property to advise the sign will have to be brought into conformance. <br />
