He further stated <br /> that the owner of the lot would have to make application to Rice Creek <br /> Watershed before building; suggested that Arend could contact Rice Creek <br /> relative to this matter. <br /> Arend advised that he had been in contact with Rice Creek and thanked the <br /> Council for their consideration of this matter. <br /> ROOF INSPECTION; Hilder Hage, 1433 Glenhill Road, appeared before <br /> 1433 GLENHILL RD Council to discuss the inspection he requested from <br /> the Building Inspector for his roof. Hage stated that <br /> he contacted the City requesting an inspection of the roofing job done by <br /> Murray Construction and a copy of the inspection report; the inspection was <br /> done, however, the reports have not been received by Hage. He reported that the <br /> ~oof leaks and questioned the competence of the inspection. <br /> The Clerk Administrator advised that the reports requested were mailed to Hage <br /> on Friday; she further explained that the Building Inspector had contacted the <br /> contractor and requested he make the necessary roof repairs. <br /> Council discussed the Building Inspector's responsibilities relative to <br /> inspections; determined that it was not the Building Inspector's responsibility <br /> to determined the quality of the work. <br /> INTRODUCTION OF Mayor Woodburn introduced the newly appointed Treasurer . <br /> TREASURER GREEN Frank Green and Councilmembers welcomed Green to the <br /> Village staff. <br /> ASSESSMENT HEARINGS <br /> RES #87-50 GLENHILL Mayor Woodburn opened the public hearing at 8:10 p.m., <br /> IMPRV NO. P-ST-87-l and asked the Clerk Administrator to verify the <br /> publication and mailing of the Notice of Hearing on the <br /> assessments for the Glenhill Road Improvement. <br /> Morrison advised that due notice was published in the New Bri~hton Bulletin on <br /> August 19 and verified that the notice was mailed to affected property owners <br /> on August 13, 1987. <br /> Engineer Barry Peters explained that this improvement was done in conjunction <br /> with the City of Roseville. Arden Hills proportionate share of the improvement <br /> costs was 46%; Council determined that 50% of the costs would be assessed to <br /> the benefitted property owners on a per lot basis, the amount to be assessed is <br /> $15,706.59; assessment proposed per lot is $3,141.32. <br /> Hi l~er HaRe , 1433 Glenhill Road, advised that the sod replacement on his <br /> property was mostly weeds; he also asked for an explanation on the sewer <br /> replacement and questioned the Senior Citizen discount on utilities. <br /> Barry Peters advised that the "sewer" referred to in the improvement project . <br /> was storm sewer, not sanitary sewer. He further advised that he had viewed the <br /> sod and found there were some weeds. <br /> Mayor Woodburn noted the sunken area behind the curb and boulevard at the <br /> corner of Glenhill and Hamline. <br /> Peters advised Council he will contact the Roseville project engineer to <br /> determine the cause of the sunken area and also mention the.sod quality; he <br /> noted there is a one year guarantee on the project. <br /> The Clerk Administrator asked Rage to contact her so she may explain the.Senior <br /> Citizen discount process. <br /> -'-'- <br /> Council was referred to a letter from a resident at 1445 Glenhill Road, stating . <br /> hardship in reference to the assessment. Mayor Woodburn advised that there is <br /> no provision for hardship petition in reference to assessments. <br /> After determining that there were no additional comments or questions, the <br /> public hearing WaS closed at 8:15 p.m. <br />
