.
~
Minutes of Solid Waste Management Committee, August 17, 1987
,
A contractor must be found to handle curbside pickup. Thus far, the City .
only has received one proposal for this service, from SuperCycle. Both
Waste Management and BFI plan to begin bidding for this work sometime in
the near future.
FundinR Curbside Pickup
The possibility of funding pickup through hauler fee surcharges was
explored. Although the haulers probably would enact these surcharges if
the City required them to do so, they aren't eager to collect revenue in
this manner.
Further discussion uncovered a number of operational problems inherent in
this approach. Auditing the funds collection would be an administrative
problem for the City as there would be no simple way to ensure that each
household was being properly billed. Further. it is believed that some
households do not presently contract with a refuse hauler. It is unclear
what these people do with their household rubbish, but Councilmember
Hansen believes they dump it illegally in public areas. In any event,
those who do not contract with a hauler would avoid the recycling
surcharge if the haulers were required to collect these funds.
Alternate means of soliciting fees for recycling costs were examined and a
consensus developed for adding a flat charge to the City's utility bills.
Some examples of the possible magnitude of the fees are:
Assume 2,800 households: .
Monthly pickup cost, based on quote from Supercycle - $12,000 per
year.
Bi-weekly pickup costs, based on quote from Supercycle, but
adjusted for 26 vs. 12 pickups per year - $26,000 per year.
Monthly cost of pickup per household - 36 cents per month.
Bi-weekly cost of pickup per household - 77 cents per month.
If the City were to include a monthly fee of $1.00 per household in the
residents' utility bill. a bi-weekly recycling pickup could comfortably be
funded.
Based upon the earlier information which suggested that frequent and
consistent pickup service aids greatly in gaining participation, the
committee concluded that bi-weekly pickup (i.e. every other week) would be
desirable. The costs of establishing bi-weekly pickup seem reasonable.
Volume-Based Refuse Collection Fees
In order to provide incentives for residents to reduce the quantity of
their waste stream, volume-based refuse collection fees have been an
interest to the committee. The group had earlier considered a plan
whereby the haulers would be required to offer tiered pricing, based on
volume, where the intervals between the tiers would be established by the
.
-2-
