~'
Minutes of Regular Finance Committee Meeting
. Village of Arden Hills
August 27, 1987
Village Hall
Call to Order
The meeting Was called to order at 7:45 p.m. by Chair Erickson.
Roll Call
Present' Larry Erickson, Charlotte McNiesh, Ramanik Shah, Tom Steele
Absent: Ed Menze (excused), Chuck Mertensotto (excused), Eric Nesset
(excused), Trudy Rautio (excused), Robert Rehkamp, Judith
Stafford
Also Present: Mayor Robert Woodburn, Treasurer Frank Green
Approval of Minutes
Steele noted that May minutes incorrectly listed him as absent, when he had
notified the office he would be out of town, and he should have been listed as
"absent (excused)". Motion was made by McNiesh, seconded by Shah, that the
minutes be approved as amended. Motion carried unanimously.
Oath of Office
Mayor Woodburn administered the oath of office to Treasurer Frank Green. Mr.
Green replaces Don Lamb, who resigned effective August 31. Mr. Green has been
an Arden Hills resident approximately four years; is an executive with
Burlington Northern.
. Council Report
Mayor Woodburn reported Council activities of interest to this committee. He
stated that negotiations for purchase of a portion of the land adjacent to the
present Village Hall and Public Works Building are virtually complete, at a
total cost of $404,800; stated the Council would be looking to the Finance
Committee for suggestions on best ways to finance this purchase. He added that
the water tower is complete except for final painting; total cost of this is
$850,000, rather than the $1,000,000 originally estimated.
Council has decided there will be no assessment for costs of the Hamline Avenue
improvement; those costs not covered by MSA funds will be covered from tax
levy.
Since the last meeting of this committee, Council had the opportunity to
purchase the underlying fee title to Lindey's Triangle (open space across from
Lindey's restaurant, Ramsey County right-of-way) for $5,000, and elected to do
so.
Insurance Requirements for Contractors Licensed to Do Business in Arden Hills
Currently, contractors doing business in Arden Hills are required to show proof
of liability insurance in the amounts of $25,000 per person, $100,000 per
accident, and $25,000 property damage. Shirley noted that most insurance
certificates submitted are for $300,000 or $500,000 aggregate per accident;
neighboring cities are requiring $300,000 aggregate per accident. Since the
Finance Committee has recommended adding license requirements for excavators
. :and general contractors beginning in 1988, it was recommended that Arden Hills'
insurance requirements also be increased.
Committee discussed (a) City's liability if insurance claims against a licensed
firm exceed the firm's liability limits, and (b) whether $300,000 aggregate is
an adequate amount of coverage.
