.
Minutes of Special Finance Committee Meeting, September 10, 1987
Page 4
-Account No. 108 (Public Works Salaries). This account is over budget in
1987; since there was not a lot of snow to plow this winter, Public Works
. employees painted the interior of the City Hall, as well as performing
other corrective maintenance fuctions.
Account No. 321 (Telephones) . Committee questioned why, since the City has
purchased a telephone system rather than "renting phones, tbis account is
not less than previous years.
p. 24 Human Rights Commission
Account No. 433 (Youth Services Bureau). The Bureau is asking $7,990 in
support in 1988, increased from $7,610 in 1987. This was funded outside
the levy limit until this year. Committee asked a listing of how many
Arden Hills residents were served by the Bureau in the past year.
(Winiecki to obtain these figures).
p. 26 Police and Animal Control
Account No. 108 ((Public Works Salaries). $1,955 is estimated in this
account for 1987, primarily for remodeling of the new squad car. Committee
asked Raddatz to justify the $1,500 budgeted in 1988.
Account No. 580 (Civil Defense Sirens). Committee asked about the
expenditure for Civil Defense Sirens. Morrison stated it was her
impression that Ramsey County is re-vamping the system, and will bill the
City for this amount when the work is done. (She will check on this
timetable and report back to committee).
. Account No. 313 (Ramsey County Sheriff). It was noted that this account
shows a 1% increase; felt County was to be congratulated on this moderate
increase; noted City budget has been increasing 10% to 15% yearly by
comparison.
p. 28 Fire Protection Contract
Account No. 314 (Fire Protection Contract). A contract has not been
negotiated covering 1988 as yet, so the figure budgeted had to be a
"guesstimate". Erickson asked if $10,000 cut could be made in this
budgeted amount. Mayor Woodburn stated he hoped the actual figure would
turn out to be closer to $140,000; however, the negotiations involve the
Cities assuming responsibility for capital outlay items, so the next two
years' contract costs could be artifically lower (while the Fire Department
runs down its reserve), and stockpiling funds for capital equipment
replacements would be wise.
Mayor Woodburn and Council member Hansen stated that they anticipate that
Shoreview will request Arden Hills to share in the purchase cost of an
aerial apparatus (will be housed in Shoreview's fourth station but used
throughout the three contract communities). The total cost for this piece
of equipment is estimated at $400,000.
p. 32 Streets
Account 108 (Public Works Salaries) is low in 1987, because of the low
snowfall (these salaries showed up in the General Government Buildings
. budget) .
-...-----------
