<br />However, the definition of motor vehicles subject to the MVET is <br />limited to those vehicles "for which registration is required by <br />Chapter 168" (see M.S. 297B.Ol, subd. 5). Chapter 168.012 provides <br />that "vehicles owned by the federal government, municipal fire <br />~ apparatus, police patrols and ambulances, the general appearance of <br />- which is unmistakable, shall not be required to register or display <br />- number plates". . <br /> <br />Since these special vehicles need not be registered under Chapter <br />168 they do not meet the definition of "motor vehicles" in Chapter <br />297B pnd thus are not subject to the Motor Vehicle Excise Tax. At <br />least that's how the argument goes. While the law is clear that <br />cities would have to pay the tax on a regularly registered truck, <br />cities may be able to save a substantial amount of money on the <br />purchase of expensive special purpose vehicles if our <br />interpretation is correct. <br /> <br />Dates and Places for PCA Hearings on Permit Fees <br /> <br />In an earlier mailing we informed city officials of the Pollution <br />Control Agency's intent to raise water and air quality permit fees <br />as required by the Legislature.
