Village of Arden Hills <br /> October 8, 1987 <br /> Village Hall <br /> Call to Order <br /> The meeting was called to order at 7:30 p.m. by Chairman Bauer. <br /> Roll Call <br /> Present: Bill Bauer, Elaine McGillivray <br /> Absent: Rolf Baglien, Tim Byrne, Ken Froslid, Clark Hagemeyer, Joe lIen <br /> Johnson, Anita Madsen, Peter Martin, William Oberreit. <br /> Approval of Minutes <br /> The minutes of April 9 were approved as submitted. <br /> Proposed Channel Realignment <br /> The long-awaited regional access channel became operational October 1; <br /> currently it is carried on Channel 36. It will be moved to Channel 6 shortly; <br /> the Black Entertainment Channel is being combined with Univision; the two <br /> religious channels are being combined; a travel channel (Channel 27) added; a <br /> country western music channel dropped; a fashion channel and photo channel <br /> added (both will carry mostly ads). <br /> Warranty on Texscan (character generator) Equipment <br /> Cable Commissioner Anderson, and Texscan, had recommended purchase of a <br />. warranty on this equipment. Since the cost of one year warranty ($50D) seems <br /> excessivet Bauer recommends (and Morrison concurs) that this warranty not be <br /> purchased. <br /> Status or Proposed Reorganization of Public Access <br /> At the time the cable system was purchased by the Hauser group, concerns Wdre <br /> expressed about his attitude toward public access. Bauer states the firm has <br /> indicated they would like to present a proposal for reorganization of public <br /> access to the Commission; the Commission has requested they not do so, until it <br /> (the Commissi~n) has formulated a plan as well. It seems evident Hauser would <br /> like to discontinue providing services for public access (currently providing <br /> equipment, training, supposedly 25 employees to implement program preparation, <br /> etc.) . It is anticipated that he will attempt to turn all of this over to <br /> NSCC, (along with the equipment, perhaps), and have the cities run public <br /> access. Hauser had agreed to do nothing about public access until June of <br /> 1987; however, he has not fulfilled franchise terms in providing services in <br /> this area. Bauer added that although Hauser is not fulfilling franchise terms; <br /> the NSCC feels it does not have (a) the support from the cities to carry <br /> through on litigation to fine the company, plus (b) even if they are forced to <br /> provide equipment and personnel, cannot make them have "enthusiasm". <br /> Bauer stated he needs input from Council and Committee members; would they like <br /> public access staffed and operated by the ten cities as a group; or as a group <br /> with the six other systems owned by Hauser, or is public access not important? <br /> Public access channels are divided into government, school, and public...which <br /> or should all be provided? (The band would still be available for use <br />. regardless of actions taken). <br />
