<br /> Lexington Avenue may require additional Jill to floodplain on either side of the roadway <br /> for a 250-foot length, immediately west of the mid-point between Lexington Avenue <br /> . and Hamline Avenue. <br /> Although there are wetlands in parts of each of the areas mentioned above, none of <br /> these wetlands are considered protected by the Minnesota Department of Natural <br /> Resources (DNR) and no permit is required from them, although DNR would be contacted <br /> about these wetlands. A permit would be required from the Rice Creek Watershed <br /> District, <br /> The area to the west of Hamline Avenue includes open space land, purchased with <br /> federal Land and Water Conservation (LAWCON) funds. Utilization of this land for <br /> road right of way would require a parkland conversion process, The process generally <br /> takes 71 to 16 months to accom plish. <br /> If it is possible to vacate Hamline Avenue south of this alternative, and relocate the <br /> Twin Cities Army Ammunition Plant gate to the west, wetland area to the west of <br /> Hamline Avenue might be Wlited with the Marsden Lake wetland east of Hamline Avenue, <br /> Flooplain taken for road purposes must be replaced on a 1:1 basis. LAWCON land must <br /> be replaced on an equal value basis. <br /> This alignment crosses County Ditch 1 west of Hamline Avenue. The implementation <br /> of this alignment would require provisions to transport water under the road. <br /> The advantages of Alternate 1 are: <br /> . - The alignment of County Road I is improved so that 90 degree turns are not <br /> required to continue through east/west on the road. <br /> - It avoids conflicts with the perimeter fence, perimeter road and test wells of <br /> the Twin Cities Army Ammunition Plant. <br /> - It avoids major areas of wetlands and poor soils at the Twin Cities Army <br /> Ammunition Plant, Wllike Alternate 4. <br /> - It uses the existing roadbed for County Road I between Hamline Avenue and <br /> Lexington A venue in an area where stabilization of soils would be a necessary <br /> and costly expenditure. <br /> - It minimizes the impact to developed property in private ownership. <br /> - The impact of the road construction to the St. Paul Water Utility conduits <br /> could be mitigated. <br /> - Unlike Alternates 2 and 3, a vertical crest on a horizontal curve would be <br /> unnecessary. <br /> - It allows for installation of signals at Lexington Avenue and County Road I. <br /> The disadvantages of Al ternate 1 are: <br /> - It would require the use of Ramsey County open space land at the Intersection <br /> . of County Road I and Hamline Avenue and of floodplain. <br /> 3 <br />
