Environmental <br /> considerations associated with this alternate are similar <br /> to those for Alternate 1. <br /> For this alternate, all statements made for Alternate I hold true except that 600 feet <br /> of floodplain east of Lexington Avenue would not be affected. This route instead <br /> involves filling in a 50-foot section of floodplain south of Wood Duck Court, and crosses <br /> higher groWld now occupied by two houses. <br /> This alignment crosses County Ditch 1 west of Hamline Avenue. As for Alternate 1, <br /> the implementation of this alignment would require provisions to transport, water Wlder <br /> the road. <br /> . The advantages of Alternate 2 are: <br /> - The alignment of COWlty Road I is improved so that 90 degree turns are not <br /> required to continue through east/west on the road. <br /> - It avoids major areas of wetlands and poor soils at the Twin Cities Army <br /> AmmWlition Plant. <br /> - It uses a portion of the existing roadbed for COWlty Road I between Hamline <br /> Avenue and Lexington Avenue in an area where stabilization of soils would be <br /> a necessary and costly expenditure. <br /> - In order to eliminate traffic on the existing COWlty Road I alignment near <br /> Turtle Lake Elem entary School, that portion of the road would terminate at a <br /> cul de sac. Conflicts of school children with traffic would decrease. <br /> - The impact of the road construction to the St. Paul Water Utility conduits <br /> could be mitigated. <br /> - It allows for installation of signals at Lexington Avenue and COWlty Road I. <br /> The disadvantages of Alternate 2 are: <br /> - It would require the use of Ramsey COWlty open space land at the intersection <br /> of COWlty Road I and Hamline Avenue and of floodplain, <br /> . <br /> 4 <br /> ---- <br />
