The disadvantages of Alternate 3 are: <br /> - The impact on privately owned developed property would be severe. <br /> - It would impact the perimeter road and fence at the Twin Cities Army <br /> Ammunition Plant near Lexington Avenue. . <br /> - It would require a vertical crest on a horizontal curve west of Lexington Avenue, <br /> a less than desirable design. <br /> - It would require a bridge near Hamline Avenue over the St. Paul Water Utility <br /> conduits, <br /> Alternate 4 (Figure 6) is the most direct path. County <br /> Road I would extend straight through between Hamline <br /> Avenue and Lexington Avenue, south of its exis ti ng <br /> ali gnm ent. No curves or 90 degree turns would be <br /> I required, <br /> The advantage of this alternate is its direct route, It would, however, have such <br /> negative environmental consequences that a recommendation is made by Ramsey County <br /> that it be eliminated from further consideration. <br /> This alternate requires filling in a length of floodplain of 1,320 feet, which is also <br /> . designated as protected wetland by the DNR. This wetland is more critical than other <br /> wetland areas required for road construction in Alternates 1-3 because it is the northern <br /> extremity of Marsden Lake and is designated as protected waters by the DNR. Also, <br /> the small wetland area remaining to the north of the Marsden Lake wetland would be <br /> less able to support wildlife as a small segment between paved roads if this alternate <br /> is implemented. <br /> DNR would, at a minimum, require replacement of the protected wetland and might <br /> well raise the is!lue that alternative routing of the road exists that would not require <br /> use of the protected wetland. Strong documentation would probably be required that <br /> showed this was the best alternative; being the straightest and shortest route would not <br /> be sufficient. <br /> The U.S. Fish and W ildlif e Service would also likely be concerned, as this is part of <br /> the large Marsden Lake wetland. <br /> Floodplain would have to be replaced on a 1:1 basis. <br /> This alignment crosses County Ditch 1 east of Hamline Avenue. <br /> With either Alternate 3 or 4, the proposed cul-de-sac of existing County Road I at <br /> Turtle Lake School could be modified to allow traffic. to continue to have acceS!l to <br /> or from Lexington Avenue. That, however, would result in some vehicles avoiding the <br /> new single intersection designed to handle the traffic at Lexington Avenue and County <br /> Road I, Conflicts could result. <br /> . <br /> 6 <br />
