The home located on the property would not have to be acquired. <br /> - It would impact the peri m et er road and f enc e at the Twin Cities Army <br /> Ammunition Plant near Lexington Avenue. <br /> - It would negatively impact the privately owned property west of the fire station, <br /> south of County Road L It would perhaps necessitate the acquisition of two <br /> homes. <br /> - It would require a vertical crest on a horizontal curve west of Lexington Avenue. <br /> That design is not desirable. <br /> Alternate 3 (Figure 5) is similar to Alternate 2 at <br /> Lexington Avenue. At the western terminus of the <br /> , project, County Road I curves east of Hamline Avenue. <br /> This route requires filling in a 75-foot section of floodplain just east of Hamline Avenue, <br /> as well as a 50-foot section south of Wood Duck Court. Addi ti onal fill will also be <br /> required to widen the existing County Road I where it passes through a floodplain area <br /> for 250 feet. Floodplain would have to be replaced on a 1:1 basis. These floodplains <br /> are also predominately wetlands, but are not classified as protected by the DNR. This <br /> route would cross land occupied by two houses and one business. <br /> . This alignment crosses County Ditch 1 at Hamline Avenue and if implemented, would <br /> require provisions to transport water under the road. <br /> The advantages of Alternate 3 are: <br /> - The alignment of COWlty Road I is improved so that 90 degree turns are not <br /> required to continue through east/west on the road. <br /> - It avoids major areas of wetlands and poor soils at the Twin Cities Army <br /> Ammunition Plant. <br /> - It uses a small portion of the existing roadbed for COWlty Road I between <br /> Hamline Avenue and Lexington Avenue in an area where stabilization of soils <br /> would be a necessary and costly expenditure. <br /> - In order to eliminate traffic on the existing County Road I alignment near <br /> Turtle Lake Elem entary School, that portion of the road would terminate at a <br /> cul de sac. Conflicts of school children with traffic would decrease. <br /> - The impact of the road construction to the St. Paul Water Utility conduits <br /> could be mi tigated. <br /> - It would not impact Ramsey County open space property. <br /> . <br /> 5 <br />
