Ordinance No. 251, Exterior Construction <br /> You were presented with Ordinance No. 251, for Introduction by Title, <br /> on September 28. Since then, Larry Squires, our Building Inspector, <br /> has expressed concern, to Jim Lynden and me, relative to Section 6-128 <br /> which ties issuance of a Certificate of Occupancy with compliance of <br /> terms as listed in 6-75(b). Larry's general concern is with <br /> enforceability; i.e. , if home construction is started late in the <br /> year, (the Ordinance requires full compliance with terms listed), the <br /> homeowner may desire to occupy the home before some of the terms <br /> (examplel driveway completion and final grading) could be completed. <br /> He would prefer that the Certificate of Occupancy terminology of the <br /> Ordinance be deleted. <br /> This would weaken the enforceability of the Ordinance, however. <br /> . Mr. Lynden will discuss this with you Monday night. Mayor Woodburn <br /> has suggested a major concern for occupancy should be health and <br /> safety factors (water, sewer availability, etc.) and if those concerns <br /> are met, the Certificate of Occupancy could be issued. <br /> 5. Ordinance No. 252, Special Event Si~ns <br /> This Ordinance was Introduced by Title at the October 12 meeting (and <br /> passed by a 3 to 1 vote) is being presented for Fin~l Reading. <br /> 6. Ordinance No. 253, Code Violation Enforcement <br /> This Ordinance, too, was Introduced by Title at the October 12 <br /> meeting, (passed 4-0), and is being presented for Final Reading. <br /> 7. Animal Pound Contract <br /> The City had a contract on file, dated 1980. The contract presented <br /> to Council in the packet is in the same format; however, the following <br /> changes are being suggested and are in the proposed contract: <br /> A. Elimination of fees in body of contract, and instead set forth by <br /> Resolution. <br /> B. Allowance of issuance of licenses by Brighton Veterinary Hospital <br /> (1/8) ; and <br /> C. Increase in insurance coverage from $100,000 and $250,000 (#15); <br /> and <br /> The hold harmless clause (#14) is as set forth in the 1980 contract. <br /> . A copy of the contract has been forwarded to Bill Hite and Dr. Hedges <br /> for comment. Mr. Lynden will discuss the contract Monday night. <br /> __. u____.._..______ <br />
