City of Arden Hills <br /> Solid Waste Management Plan <br /> October, 1987 <br /> Background <br /> During the past year, the Public Safety and Works Committee and-the <br /> Solid Waste Management Committee have studied the issues surrounding the <br /> question of waste handling. Regular reports tracking the progress of <br /> the deliberations, have been presented to the Council. <br /> The time has now come to act upon specific proposals as outlined in this <br /> brief. <br /> Objectives <br /> 1. Comply with the source separation (recycling) requirements <br /> established by Ramsey County through a program of curbside <br /> recyclable pickup. <br /> 2. Fund the costs of curbside pickup during both the short and long <br /> term - without relying on property taxes. <br /> 3. Provide residents with an economic incentive to reduce their waste <br /> stream and participate in the recycling program. <br /> . 4. Remove a significant amount of yard debris from the waste disposal <br /> stream through on and off site composting. <br /> Methodology <br /> 1. Source Separation - Curbside Recycling <br /> Action needed: Authorize staff to solicit bids for monthly and <br /> bi-weekly curbside pickup of recyclables from <br /> residences. <br /> Rationale: The curbside pickup of recyclables should allow the <br /> city to approach the source separation goals <br /> established by the county. The program will be <br /> timed to begin upon the receipt of grant funding <br /> from the county. Pickup service frequency (monthly <br /> or bi-weekly) will be determined based upon the <br /> funding received. <br /> Note: Estimated costs of pickup are $12,000 per <br /> year for monthly service, $18,400 per year <br /> for bi-weekly. <br /> . <br />
