City of Arden Hills
Solid Waste Management Plan
October, 1987
Background
During the past year, the Public Safety and Works Committee and-the
Solid Waste Management Committee have studied the issues surrounding the
question of waste handling. Regular reports tracking the progress of
the deliberations, have been presented to the Council.
The time has now come to act upon specific proposals as outlined in this
brief.
Objectives
1. Comply with the source separation (recycling) requirements
established by Ramsey County through a program of curbside
recyclable pickup.
2. Fund the costs of curbside pickup during both the short and long
term - without relying on property taxes.
3. Provide residents with an economic incentive to reduce their waste
stream and participate in the recycling program.
. 4. Remove a significant amount of yard debris from the waste disposal
stream through on and off site composting.
Methodology
1. Source Separation - Curbside Recycling
Action needed: Authorize staff to solicit bids for monthly and
bi-weekly curbside pickup of recyclables from
residences.
Rationale: The curbside pickup of recyclables should allow the
city to approach the source separation goals
established by the county. The program will be
timed to begin upon the receipt of grant funding
from the county. Pickup service frequency (monthly
or bi-weekly) will be determined based upon the
funding received.
Note: Estimated costs of pickup are $12,000 per
year for monthly service, $18,400 per year
for bi-weekly.
.
