Funding for Curbside Recyclable Pickup <br /> ~ction Needed: Authorize staff to apply for 100% funding of <br /> curbside recyclable pickup from Ramsey County. <br /> Rationale: Funding, to cover 100% of the curbside pickup costs, <br /> is available from Ramsey County. County staff <br /> estimates that funds are available to allow <br /> bi-weekly pickups in 30% of the county, and monthly <br /> pickups in the balance. The funding represents a <br /> return to the residents of a property tax surcharge, <br /> which amounts to $2.24 in 1987, but will rise to <br /> over $7.00 in 1988. <br /> Long-Term <br /> Funding Plan: Commencing in 1989, funding for recycling will be <br /> provided from a monthly surcharge, in an amount not <br /> likely to exceed $1.00 per month, applied to utility <br /> bills. By funding the program internally, and after <br /> having shown evidence of an effective recycling <br /> system, the city will be able to have the county's <br /> . recycling surcharge (over $7.00 in 1988... expected <br /> to be higher in 1989) lifted. No action needed at <br /> - - <br /> present. <br /> 3. Economic Incentive to Reduce Waste - Participate in Recycling <br /> Action Needed: Amend refuse haulers licenses to require the <br /> provision of a 15% monthly discount to residences <br /> that agree to limit refuse to 60 gallons per week, <br /> beginning July 1, 1988. <br /> Rationale: At present, those who generate small volumes of <br /> refuse pay the same removal costs as large <br /> generators. Further, no economic incentives exist <br /> to reward recycling or waste reduction. Ideally, <br /> all refuse collection costs would be volume-related, <br /> and this is likely to become the norm in the future. <br /> This step provides an economic incentive now, in a <br /> manner the haulers feel is practical, without <br /> getting the city extensively involved in regulation <br /> or enforcement. <br /> . <br />
