Village of Arden Hills ~ \C~
November 19, 1987
Village Hall
Call to Order
The meeting was called to order at 7:30 p.m. by Chairman Schultek.
Roll Call
Present: Dick Schultek, Chair, Paul Malone, Bud Steglich, Jerry Timm, Ed
Trolander. Don Zehm
Absent: Roy Ambli. Rob Carley, Bill Gillies, Duane Long
Also Present: Councilperson Nancy Hansen (left at 7:45 p.m.), Clerk
Administrator Patricia J. Morrison, Fire Chief Dan Winkel
Approval of Minutes
Motion was made by Steglich, seconded by Timm, that the minutes of September 24
be approved as submitted. Motion carried unanimously.
Council Report
Councilperson Hansen reported on Council actions of interest to this
committee. She stated that Mr. Sa1itros had addressed the Council regarding
the odor emanating from the sewer line into his home; Council had directed the
Public Works Supervisor to jet the line three times successively, and if
necessarYt drill below the line to ascertain that there are no hidden "pockets"
where sewage could accumulate. The Metropolitan Waste Control Commission will
. also again be asked for their input. If these measures fail to eliminate the
odor, the probability is that it is caused by the piping within his home, and
thus is his responsibility.
Hansen briefly discussed the plans for construction of an Army Reserve Training
Center at Lexington and Highway 96; she stated that the Army has asked that
police protection be provided by Ramsey County Sheriff's Department, and fire
protection by LJVFD. via Arden Hills. The Center will supposedly be used for a
weekend training center; will have 300+ full time employees. Entrance and exit
will be via Lexington Avenue. Committee suggested the Army be asked to
consider another entrance via Hamline, and a stop light be installed at Hamline
and Highway 96; the increase in traffic caused by the Center will certainly
necessitate a stop light at this intersection in any event.
Morrison added that the Highway 96 Study Committee (composed of representatives
from all the cities which border Highway 96, to advise on future construction
and landscaping plans) was reviewing the Army's plans at their meeting.
Review of Fire Department Reports
Chief Winkel reviewed the October report with the committee; noted that the
number of fire runs has increased thus far this year, primarily due to grass
fires this spring. Year end total is expected to be up, from about 350 to 400
runs for the year. He anticipates continued increases in future years.
The Fire Department is in the process of reorganizing and consolidating its
equipment...the mini-pumper, tanker and another pumper are being sold; a new
. pumper and tanker are being purchased for Station 2. Station 4 will probably
be completed in mid-April. The department is prepared to operate from that
station when contract negotiations with Shoreview for Stations 1, 2 and 3 are
