Winkel invited the <br /> committee to hold its January meeting at the station; Committee concurred to <br /> accept this invitation. <br /> Review of Police Reports <br /> Morrison stated that Deputy Herbst, because of health conditions, is no longer <br /> assigned to Arden Hills; a new assignment of a permanent day time deputy will <br /> be made soon. Committee noted that it has been seven months since the City has <br /> had a regular day time deputy on duty; further noted that the yearly budget is <br /> $350,000, approximately equal to the cost of operating a police department <br /> independently. (Statistics indicate an average cost of $50,000 to $60,000 per <br /> officer per year in operating a department.) Committee noted that an advantage <br /> of having an independent police department is having officers that know the <br /> city well patrolling the city; felt rotating deputies resulted in loss of the <br /> "personal touchtl. The opinion that Shoreview will probably establish its own <br /> department, resulting in back-up officers having to come from Vadnais Heights <br /> or Falcon Heights, as well as some of the costs of operation of the Sheriff's <br /> Department being passed on to Arden Hills, was expressed. The possibility of <br /> Ramsey County eventually not being interested in providing patrol services was <br /> also mentioned. Committee discussed whether it might be well to be looking at <br /> alternate sources of police protection. Committee requested that when a <br /> permanent deputy is assigned, he be asked to attend meetings of this committee. <br />. The advantages of being affiliated with Ramsey County mentioned included more <br /> sophisticated training, access to additional services for the residents, <br /> back-up deputies available when needed. <br /> It was noted that there was a ten minute response time to a fire alarm during <br /> October. Committee also noted that in spite of adoption of the false alarm <br /> ordinance, the number has increased during the year. <br /> Morrison noted that Channel 33 will be carrying a program each Saturday night <br /> at 7:00 p.m. for several weeks discussing and illustrating the operation of the <br /> Ramsey County Sheriff's Department. <br /> Recyc1inR Proll:ram <br /> This subcommittee recommended to Council that the City comply with the County's <br /> plans in reducing amount of solid waste by 16% by 1990, by (1) starting a <br /> recycling program, and (2) remove yard wastes from primary waste stream. Funds <br /> are available to cover a curb side program. <br /> Council has approved the City's submitting a request for funding for a <br /> bi-week1y pickup of recyclable materials at residences in Arden Hills, <br /> beginning in March of 1988. The cost for bi-week1y pickup is expected to be <br /> approximately $l,500 per month; the County will cover this cost, plus <br /> additional 25% for administrative costs. The recycling subcommittee also is <br /> interested in getting Boy Scouts or some other service group to sell containers <br /> to residents to use for storing recyclab1es until pickup. <br />. <br />
