The licensed rubbish haulers in Arden Hills are being notified that, in order <br /> to be licensed in Arden Hills in the future, they must provide a 15% reduction <br /> in price for smaller amount of garbage (limitation of 2 cans, or 2 garbage <br /> bags) . This reduction should enable the program to eventually pay for <br /> itself...when grants are no longer available from Ramsey County, it is <br /> recommended that City add a $1 per month charge to utility bills to cover <br /> recycling costs, which residents could recoup by generating the lesser amount <br /> of garbage. <br /> Zehm expressed his support of the program, but added that it is essential that <br /> a disposal site for yard wastes be provided. Malone stated that Ramsey County <br /> is looking for such a site; that when one is found, the haulers will make extra <br /> trips to haul yard waste only, at no additional charge, so long as there is a <br /> place they can take it without tipping fees. Bellaire Sanitation had stated <br /> they would be willing to pick up yard waste at 25 cents per bag, which they <br /> will compost on their own site, a possibility Arden Hills could look into next <br /> year. <br /> Residents presently have $2.68 added to their tax bill from Ramsey County to <br /> support the recycling program; this will be raised to about $7.00 next year. <br /> When Arden Hills can prove it is reducing its solid waste by 16% or over, this <br /> amount can be lifted from residents' taxes. <br /> Street LiRhtinll: <br />. Funds are provided in the 1988 budget for implementing Phase I of the adopted <br /> street lighting program, i ~ e. lights at all main intersections. Morrison asked <br /> Committee input on priority of installation of these lights. Malone suggested <br /> the list be sent to Northern States Power, and they be asked how they would <br /> like to proceed. Committee concurred, however, that the lights at Bussard <br /> Court and Snelling, and at County Road D and Prior, should be the first two <br /> installed, since lights at these areas were requested in 1987. <br /> Committee recommended that Northern States Power be contacted for their input <br /> on how they would like to proceed, that the lights requested earlier be those <br /> installed first, and that NSP then report back to the committee. Malone will <br /> contact NSP. <br /> OSHA ReRulations and Rules Update <br /> Zehm reported he had met with all department heads and discussed with them the <br /> reports necessary, and the regulations necessary, to meet OSHA standards. He <br /> has shown two films to Public Works and Parks employees, uThe Convincer", and <br /> the "Right to Know", and administrative staff also viewed the "Right to Know" <br /> film. Zehm recommended committee members also view "The Convincer" at a future <br /> meeting, and also offered to furnish copies of the inspection reports of City <br /> facilities, if they would like to have them. <br /> . <br /> Committee members concurred that (1) each department head should be responsible <br /> for his/her department meeting OSHA standards as outlined by Zehm, (2) Zehm <br /> should be considered Safety Coordinator for the City, and (3) the film <br /> recommended by Zehm should be viewed by this committee when it is available. <br />. Morrison expressed appreciation to Mr. Zehm for volunteering his time to serve <br /> as Safety Coordinator. <br />
