<br /> MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING <br />- Monday. December 28. 1987. 7:00 p.m. - Village Hall <br /> CALL TO ORDER Pursuant to due call and notice thereof. Mayor Woodburn <br /> called the meeting to order at 7:00 p.m. <br /> ROLL CALL The roll being called the following members were present: <br /> Mayor Robert Woodburn. Councilmembers Thomas Sather. Gary <br />~ Peck and Jeanne Winiecki. Absent: Councilmember Nancy Hansen. AI80 present: <br /> Attorney James Lynden. Treasurer Frank Green. Public Works Supervisor Robert <br /> Raddatz, Clerk Administrator Patricia Morrison and Deputy Clerk Catherine Iago. <br /> CLOSED MEETING: Council discuesed labor negotiations at a closed meeting <br /> LABOR NEGOTIATlONS between 7:00 and 7:30 p.m. <br /> APPROVE MINUTES Clerk Administrator Morrison advised Council that Robert <br /> Freed had requested the following change in Minutes of <br /> the December 14. 1987 Regular Council Meeting: <br /> Under Rendering Plant: 1988 Agreement. page 1. paragraph 3. line 3: Delete <br /> the word "Village"and insert the initials "MPCA". <br /> Peck moved. seconded by Winiecki. that Council approve <br /> the minutes of the Regular Council Meeitng of December 14, 1987, with the change <br /> ae outlined by the Clerk Administrator. Motion carried unanimously. (4-0) <br /> BUSINESS FROM FLOOR <br /> ARMY RESERVE Tom Mulcahy. 3530 Siems Court. appeared before Council <br /> TRN t G CENTER to offer comments on the Army Reeerve Training Facility <br />. proposed for construction at the arsenal. <br /> Mulcahy remarked that the City's response to the request should be well <br /> considered and developed after consultation with those parties that can offer <br /> meaningful input. He commented that the Army could accomplish the project without <br /> use of the prime location on the arsenal site. Mulcahy noted that the land may be <br /> unsuitable for private development, due to the pollutants that contaminate the <br /> land. He suggested that the easterly portion of the land. that is not occupied by <br /> army facilitiee. should be preserved for open space or parkland devslopment. <br /> Mulcahy suggested the City of Arden Hills join with neighboring communities to <br /> solve the problem in a creative way: a plan that would solve the army's training <br /> needs, as well as preserve the natural aeset in our midst for public use and <br /> enjoyment. <br /> Council thanked Mulcahy for his comments. <br /> KEM MILLING CO.; Council wae referrred to a letter from Attorney Lynden. <br /> 1988 AGREEMENT 12-24-87. rsgarding ths initiel draft of the revised <br /> agreement between the City and Kem Milling Company. <br />. Lynden advised that Mr. Gusek and Kem Milling's attorney. Mr. Johnson. hsd been <br /> sent copies of the reviaed agreement; Johnson has not had a chance to review the <br /> agreement. <br /> Lynden reviewed the agreement revisions. which relate to: <br /> - Tests of the odor emission stacka and ambient air: increase number <br /> per year and conduct in conformity with American Society for testing <br /> materials method D-1391-57; <br /> - Hiring an independent testing organization. chosen by City; costa of the <br /> testing to be borne by the Company; <br /> - Immediate access to the plant for testing be provided upon request of the <br /> testing organization chosen by the City, City Officials. and groups or <br /> individuals designated by the City. <br /> - Kem Milling Company agreement to cooperate with an independent consultant. <br /> selected by the City, to employ computer modeling techniques similar to <br /> those used by HPCA, to detect odor units emitted into the ambient air: <br /> further agrees to cooperate with the consultant to develop alternative <br /> solutions (if ambient air exceeds limits established in Minnesota Rules <br /> cited) to improve the plant odor emission control equipment in order to <br /> bring the ambient air odor emissions into compliance with said Minnesota <br /> Rules. <br />, <br />
