GAMBL'G (Cont'd) Hansen suggested rewording Section 10 of the proposed <br /> ordinance; language such as "...10% of the net proceeds <br />will be used for organizations benefitting Arden Hills.". <br />Lynden suggested that Section 9, relating to charging the investigation f~e, - <br />should then be eliminated. <br />Mayor Woodburn commented that if a percentage figure of contribution is set, <br />Council should consider elimiminating the "phase out" of charitable gambling. <br />Sather pointed out that donations to the Village may currently exceed the <br />proposed percentage; Council has been granted audit privileges and should review <br />wh~t percentage is currently being contributed prior to setting a figure. <br />,. <br />There was discussion regarding what organizations could benefit from the <br />donations received. <br />Clerk Administrator advised that the terminology relating to contributions for <br />lawful purposes indicates that the funds could encompass a variety of purchases <br />but could not be used for actual operation of the City. <br />Council agreed that they would prefer a provision for proceeds to be used only in <br />our Community or organizations that benefit our residents. <br />Sather commented that SOme of the charities operating in the City use the <br />proceeds to operate schools; such as St. Peter Claver. He was opposed to . <br />directing a percentage figure for contribution. <br />Council agreed that they would prefer to continue the moritoriam on additional <br />licenses, to receive copies of an annual financial report from the charitable <br />gambling oper/irion, to eliminate the phase out of charitable gambling, and that <br />contributions be directed as needed to the City and to organizations benefitting <br />the Arden Hills residents. <br />U.S. ARMY RESERVE Council was referred to a memorandum from the Clerk <br />PROJECT & JOINT Administrator dated 12-10-87; regarding the request for a <br />POW~RS AGREEMEMT Joint Powers Agreement with the City of Shoreview and a <br /> memorandum from Parks Director, 12-10-87, reg~rding the <br />possible use of the site for recreational facilities. <br />After discussion, it was determined that action on this matter'could be held <br />until staff has had the opportunity to review the development plans at a meeting <br />held on 12-16-87, at the Village Hall, with the architect and Shoreview <br />representatives, and, the Council has had further opportunity to review the <br />development plans. <br />REPORT OF PARKS DIRECTOR . <br />RINK SUPERVISORS Sather moved. seconded by Peck. that Council approve the <br /> hiring of Rink Supervisors from December 19, 1987 through <br />February 21, 1988, as outlined in the Parks Director's memorandum of 12-8-87. <br />Motion carried unanimously. (5-0) <br />WINTER PROGRAM LDRS. Council was referred to Parks Director's memorandum of <br /> 12-8-87, recommending the hiring of program leaders for <br />the winter program season. <br />Council discussed the fees charged on a per student or per hour basis. <br />Buckley explained that the fees cover the direct cost of the programs; some of <br />the programs have to be set up on a per student fee to get qualified instructors <br />and the costs are spread over the five week period the program is fun. He noted <br />the correction under the Karate program, the fee is $15.00 per hour. <br /> Sather moved, seconded by Hansen, that Council approve <br />the hiring of the Winter Program Leaders, as outlined in the Parks Director's <br />memorandum of 12-8-87, with the correction of the Karate salary being $15.00 per <br />hour not per student. Motion carried unanimously. (5-0) <br />REQUEST TO PURCHASE Council was referred to Parks Director's memorandum of . <br />LAND; B. LUTTERMAN 12-10-87. and letter from Bill Lutterman, 12-1-87; <br /> requesting Council consideration as to the possibility of <br />purchasing a lot located on the west side of Old Highway 10, Bouth of County Road E. <br />
