. MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING November 30, 1987, 7:00 p.m. - Village Hall CALL TO ORDER Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to order at 7:00 p.m. ROLL CALL The roll being called the following members were present: Mayor Robert Woodburn, Councilmembers ~ancy . Hansen, Gary Peck and Jeanne Winiecki. Absent: Councilman Thomas Sather. Also present: Parks Director John Buckley, Public Works Supervisor Robert Raddatz, Clerk Administrator Patricia Morrison and Deputy Clerk Catherine Iago. CLOSED MEETING RE: Council discussed labor negotiations at a closed LABOR NEGOTIATIONS meeting between 7:00 and 7:30 p.m. APPROVE MINUTES Councilmember Winiecki suggested a wording change on page 1 of the November 9th Council minutes; the last paragraph of the discussion relating to the Salitros property, second line, she suggested the word "simultaneously" be deleted and the word "consecutively" be inserted, as it more closely reflected the intent of Council action. Councilmember Peck noted that he was listed under Roll Call, page 1 of the November 9th meeting, as being present and absent. He requested it be changed to list him as absent. Moved by Hansen, seconded by Peck, that Council approve the minutes of the Regular Council meeting of November 9, 1987, as amended. Motion carried unanimously. (4-0) BUSINESS FROM FLOOR None. . . WINTER PARKS PROGRAM Council was referred to memorandum from Parks Director .. Buckley, outlining the PropOsed Program Activities for the 1987-88 Winter season. There was discussion of the Winter Jogging and Walking program at Bethel College; how successful the programs have been in the past; criteria used for determining if a program is Successful; and plans for maintaining ponds in the City for ice skating purposes in addition to the regular rinks. Council also discussed the possibility of a policy for snow removal on City sidewalks; Buckley and Raddatz noted problems due to narrow right-of-way on certain streets prohibiting the storage of snow, also due to sand/salt buildup destroying lawns. After discussion, Council concurred to further evaluate the possibility of a sidewalk snow removal policy (generally for Hamline & Lexington Avenues). Hansen moved, seconded by Peck, that Council approve the- 1987-88 Winter Parks Program as outlined by Parks Director Buckley. Motion carried unanimously. (4-0) TRAINING CENTER; Council was referred to a memorandum from Councilman . U.S. ARMY RESERVE Sather dated 11-24-87, and attachments which outline Brooklyn Park and Inver Grove Heights participation with government facilities in their respective communities. Mayor Woodburn noted that the monetary contributions toward such facilities in each community were high; he asked for Council comments, Hansen advised she was not enthusiastic; expressed concern that the City would also be responsible for additional personnel to staff the facility and maintain it. Peck commented that he favored the exterior recreational uses such as softball or soccer fields, rather than a swimming pool. Mayor Woodburn agreed that there is a need for additional ball fields; he agreed with Hansen and stated it would be costly. The Parks Director stated it is important to consider all aspects of such a proposal before making a decision and preparing a statement to the project manager. Buckley noted that costs for maintaining and staffing the proposed facilities would be paid from the fees collected for activities. He also . advised that the City of Shoreview has expressed interest in use of the site; commented that other neighboring communities may be interested in participating with costs and use. Buckley suggested discussions with Shoreview relative to participation.
