<br /> . <br /> MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING <br /> November 30, 1987, 7:00 p.m. - Village Hall <br /> CALL TO ORDER Pursuant to due call and notice thereof, Mayor Woodburn <br /> called the meeting to order at 7:00 p.m. <br /> ROLL CALL The roll being called the following members were <br /> present: Mayor Robert Woodburn, Councilmembers ~ancy <br /> . Hansen, Gary Peck and Jeanne Winiecki. Absent: Councilman Thomas Sather. Also <br /> present: Parks Director John Buckley, Public Works Supervisor Robert Raddatz, <br /> Clerk Administrator Patricia Morrison and Deputy Clerk Catherine Iago. <br /> CLOSED MEETING RE: Council discussed labor negotiations at a closed <br /> LABOR NEGOTIATIONS meeting between 7:00 and 7:30 p.m. <br /> APPROVE MINUTES Councilmember Winiecki suggested a wording change on <br /> page 1 of the November 9th Council minutes; the last <br /> paragraph of the discussion relating to the Salitros property, second line, she <br /> suggested the word "simultaneously" be deleted and the word "consecutively" be <br /> inserted, as it more closely reflected the intent of Council action. <br /> Councilmember Peck noted that he was listed under Roll Call, page 1 of the <br /> November 9th meeting, as being present and absent. He requested it be changed <br /> to list him as absent. <br /> Moved by Hansen, seconded by Peck, that Council approve <br /> the minutes of the Regular Council meeting of November 9, 1987, as amended. <br /> Motion carried unanimously. (4-0) <br /> BUSINESS FROM FLOOR None. <br /> . . WINTER PARKS PROGRAM Council was referred to memorandum from Parks Director <br /> .. <br /> Buckley, outlining the PropOsed Program Activities for <br /> the 1987-88 Winter season. <br /> There was discussion of the Winter Jogging and Walking program at Bethel <br /> College; how successful the programs have been in the past; criteria used for <br /> determining if a program is Successful; and plans for maintaining ponds in the <br /> City for ice skating purposes in addition to the regular rinks. <br /> Council also discussed the possibility of a policy for snow removal on City <br /> sidewalks; Buckley and Raddatz noted problems due to narrow right-of-way on <br /> certain streets prohibiting the storage of snow, also due to sand/salt buildup <br /> destroying lawns. After discussion, Council concurred to further evaluate the <br /> possibility of a sidewalk snow removal policy (generally for Hamline & Lexington <br /> Avenues). <br /> Hansen moved, seconded by Peck, that Council approve <br /> the- 1987-88 Winter Parks Program as outlined by Parks Director Buckley. Motion <br /> carried unanimously. (4-0) <br /> TRAINING CENTER; Council was referred to a memorandum from Councilman <br /> . U.S. ARMY RESERVE Sather dated 11-24-87, and attachments which outline <br /> Brooklyn Park and Inver Grove Heights participation <br /> with government facilities in their respective communities. <br /> Mayor Woodburn noted that the monetary contributions toward such facilities in <br /> each community were high; he asked for Council comments, <br /> Hansen advised she was not enthusiastic; expressed concern that the City would <br /> also be responsible for additional personnel to staff the facility and maintain <br /> it. <br /> Peck commented that he favored the exterior recreational uses such as softball <br /> or soccer fields, rather than a swimming pool. <br /> Mayor Woodburn agreed that there is a need for additional ball fields; he <br /> agreed with Hansen and stated it would be costly. <br /> The Parks Director stated it is important to consider all aspects of such a <br /> proposal before making a decision and preparing a statement to the project <br /> manager. Buckley noted that costs for maintaining and staffing the proposed <br /> facilities would be paid from the fees collected for activities. He also <br /> . advised that the City of Shoreview has expressed interest in use of the site; <br /> commented that other neighboring communities may be interested in participating <br /> with costs and use. Buckley suggested discussions with Shoreview relative to <br /> participation. <br />
