He noted that the additional monies would have to be taken from <br /> the Park Fund if this complex were aa propoaed in these other communities. . <br /> Buckley advised that he was sware of the fact that some of the costs would be <br /> taken from the Park Fund. <br /> Hansen advised that she was not opposed to the concept, however, she was <br /> skeptical; suggested that Buckley meet with one or two members of.the Parks <br /> Committee and the Parks Director from Shoreview to formulate a concrete plan, <br /> which would meet the recreational needs of our residents, and submit the plan <br /> at a future meeting. <br /> There was discussion regarding necessity for expedient response to the project <br /> manager for the proposed training center; it was determined that a response <br /> should be forwarded by the first of the year and that the matter should be <br /> placed on the December 14th Council agenda. Council requested Buckley prepare a <br /> plan, including indoor and outdoor uses, proposed programs, current need and <br /> anticipated needs. for Council consideration at the December 14th regular <br /> Council meeting. <br /> Ken Froslid appeared before the Council representing residents interested in <br /> soccer; he explained problems soccer teams have experienced due to lack of <br /> fields. Froslid noted that there are growing numbers of soccer players and he <br /> requested Council consider the need for Soccer fields in Arden Hills in . <br /> conjunction with proposed plans for a recreational site at the arsenal. <br /> .. <br /> Peck agreed that Buckley should prepare a report for Council and discuss <br /> recreational needs and cost participation with surrounding communities; he <br /> preferred not to enter negotiations with other communities for joint <br /> facilities, if negotiations delay our plans. <br /> Winiecki agreed with discussions; she suggested that the staff contact the <br /> project manager in the interim and advise him of the Planning Commission items <br /> of concern and, also, that Council is reviewing proposals for joint use of <br /> recreational facilities on the site and that we would like to submit a plan for <br /> such facilities before January 1, 1988. <br /> Winiecki moved. seconded by Peck, that the Clerk <br /> Administrator contact the appropriate parties relative to the Army Reserve <br /> Training Facility and advise them that the Council is working on a plan which <br /> would outline a proposed recreational facility on the site to expand our park <br /> programs and for use by residents of Arden Hills and surrounding communities , <br /> and will submit the formal plan proposal to them (approximately the first part <br /> of January, 1988). Furthermore, that the four items of concern noted in <br /> the November 4th Planning Commission minutes relative to the proposed training . <br /> center be forwarded to the appropriate parties with the inclusion under Item #3 <br /> that Traffic Problems be addressed, ss well as the other concerns mentioned. <br /> Motion carried unanimously. (4-0) <br /> Council requested the Clerk Administrator contact the appropriate party by <br /> telephone to advise them of our intent and to follow up with a formal letter. <br /> ORn #254; DOG LIC. Council was referred to the draft of Ordinance No. 254. <br /> Mayor Woodburn introduced by title Ordinance No. 254, An Ordinance Amending <br /> Chapter 5, Division 2, Sections 5-46(A), 5-47(B), and 5-61 of Arden Hills Code <br /> Authorizing Poundkeeper to Issue Dog Licenses, and Allowing Redemption of Dogs <br /> within Five Business Days. <br /> Councilmember Winiecki pointed out that Section 5.59 states redemption be <br /> within "five business days", and Section 5.61 states redemption be within five <br /> business days.. . excluding hOlid.ays"; it was her opinion both sections should <br /> read the same. Council concurred that both sections should include the <br /> "excluding holidays" wording. <br /> Moved by Hansen, seconded by Peck, that Council . <br /> introduce by title Ordinance No. 254, authorizing poundkeeper to issue dog <br /> licenses, and allowing redemption of dogs within five business days. Motion <br /> carried unanimously. (4-0). <br />
