Peck moved to amend the motion, seconded by Winiecki, to include the wording <br /> "excluding holidays" in Section 5.59. (4-0) <br /> LJVFD BUDGET Council was referred to a letter (11-18-87), regarding <br /> NEGOTIATIONS clarification and assigning City responsibility for <br /> annual budget negotiations for each of the fire <br /> stations; Station #l--Arden Hills, Station #2--Shoreview and north Oaks, <br /> Stations #3 and #4--Shoreview. <br /> , <br /> Council concurred with the proposed delegation of responsibility and agreed <br /> that the Mayor should sign the document, along with the Shoreview and North <br /> Oaks City Officials, for submission to Fire Chief Winkel. <br /> COMMITTEE REPORT; Council was referred to the Public Safety/Works <br /> PUB. SAFETY/WORKS Committee minutes, 11-19-87, and the discussion <br /> regarding contracting with the Ramsey County Sheriffs <br /> Department for services versus an independent police department. <br /> . Councilmember Hansen reported that Commander Bergeron had invited the Council <br /> and Members of the PS/W Committee to hold the December 17th meeting at the <br /> Sheriff's Department on County Road E and Victoria; Bergeron stated they could <br /> discuss the committee concerns. <br /> Councilmember Winiecki and Mayor Woodburn advised they would not be able to <br /> attend the meeting. <br /> Mayor Woodburn and Councilwoman Hansen did not favor the concept of a City <br /> Police Department, however, they encouraged the Committee members to meet with <br /> Commander Bergeron to discuss their concerns and tour the facility. <br /> STATUS RPT; SALlTROS Councilwoman Hansen inquired as ~o the status of the <br /> PROP.; HAMLlNE AVE. odor problem at the Salitros property at 3625 Hamline. <br /> Public Works Supervisor advised that he jetted the line three times in the same <br /> day and did not find anything in the line. Raddatz noted that he has not heard <br /> any complaints since the jetting was accomplished and offered to contact <br /> Salitros to see if the problem has been alleviated. <br /> Council suggested Raddatz contact Salitros and it was their consensus that the <br /> . City has done as much as possible to eliminate the problem. <br /> WATER METER CARD Councilwoman Winiecki noted the 80% return of the water <br /> SURVEY RESULTS meter reading cards, sent to residents to determine <br /> discrepancies on the inside and outside meters; asked <br /> if Raddatz considered the 80% return a good response. <br /> Public Works Supervisor stated, in his opinion this was an excellent response; <br /> he explained that he would compile the survey results and report on this matter <br /> at a future Council meeting. <br /> OTHER BUSINESS <br /> FIRE BUDGET MTG RPT. Mayor Woodburn reported" on the Fire Department <br /> Budget meeting he and Hansen attended; he explained <br /> that the firemen are promoting the City begin bargaining for January 1, 1988 <br /> rather than last July; he advised that the contract terminology was close to <br /> finalization and they are now looking at budget figures. The Mayor advised that <br /> when payment for the last half of 1987 was made to the Fire Department it was <br /> anticipated that there may be a surplus in this payment due back to the Village <br /> of approximately $30,000. He stated it was his understanding the excess would <br /> . be applied to the 1988 Budget or be refunded to the Village. <br /> Hansen suggested settling the 1987 budget, determining a certain dollar amount <br /> the Fire Department could retain as surplus funds and requesting that the <br /> remaining surplus funds be used to purchase equipment or renovate current <br /> stations. <br />
