<br /> <br />MINUTES OF THE ARDEN as REGULAR COUNCIL MEETING . <br />Monday, August 10, 1987, 7:30 p.m. - Village Hall <br /> <br />CALL TO ORDER <br /> <br />. <br /> <br />Pursuant to due call and notice thereof, Mayor Woodburn <br />called the meeting to order at 7:30 p.m. <br /> <br />ROLL CALL The roll being called the following members were <br />present: Mayor Robert Woodburn, Councilmembers Nancy <br />Hansen, Gary Peck and Jeanne Winiecki. Absent: Councilman Thomas Sather. Also <br />Present: Planner Orlyn Miller, Engineer Barry Peters, Parks Director John <br />Buckley, Public Works Supervisor Robert Raddatz, Clerk Administrator Patricis <br />Morrison and Deputy Clerk Catherine Iago. <br /> <br />APPROVE MINUTES <br /> <br />Hoved by Hansen, seconded by Peck, that Council approve <br />the minutes of the Regu1ar'Council meeting of July 27, <br />1987, as submitted. Motion carried unanimously. (4-0) <br /> <br />BUSINESS FROM FLOOR <br /> <br />None. <br /> <br />RES. #87-44; ASSMT. <br />HEARING, GLENHILL RD <br /> <br />Council was referred to the resolution calling for a <br />hearing on the proposed assessment of the improvement <br />on G1enhill Road. <br /> <br />Engineer Ba~ry Peters requested direction from Councilmembers for preparation <br />prior to public hearing on August 31st; percentage of interest to be charged, <br />number of years assessment carried, what percentage of costs would be assessed <br />to property owners, and basis upon which assessment was to be made. Peters <br />stated that Arden Hill's share of the cost of the improvement is $30,000.00; if <br />50% is assessed to property owners the amount to be assessed would be <br />~ $15,706.59. <br /> <br />After discussion, Council concurred that 8% interest should be the rate <br />charged for assessments; that it is common to spread the assessment payments <br />over a ten year span and 50% of the City's assessment would be assessed to <br />benefitted property owners. <br /> <br />Council also determined the assessment should be prepared on a "per lot" basis, <br />over the 5 lots benefitted, for this improvement. <br /> <br />Moved by Hansen, seconded by Peck, that Council approve <br />Resolution No. 87-44, CALLING FOR HEARING ON PROPOSED ASSESSMENT OF IMPROVEMENT <br />NO. P-ST-87-1 (GLENHILL) to be held on August 31st at 7:30 p.m., at the Village <br />Hall, and, furthermore, that the amount assessed against each parcel of land <br />will be payable over a ten year period in equal consecutive installments, the <br />first installment to be levied in 1987, with interest at a rate of 8% per year. <br />Motion carried unanimously. (4-0) <br /> <br />RES. #87-45: ASSMT. <br />HEARING, EDGEWATER <br /> <br />Council was referred to the resolution calling for a <br />hearing on the proposed assessment of the impro~ement <br />of Edsewater. <br /> <br />. <br /> <br />Engineer Barry Peters explained the total cost of the improvement of Edgewater <br />would be $284,182.00 and would be 100% assessed; hearing date to be set for <br />August 31st at 7:30 p.m. at the Village Hall. <br /> <br />Moved by Hansen, seconded by Peck, that Council approve <br />Resolution No. 87-45, CALLING FOR HEARING ON PROPOSED ASSESSMENT OF IMPROVEMENT <br />NO. SS-W-P-ST-85-2 (EDGEWATER), to be held on August 31st at 7 :.30 p.m., at the <br />Village Hall, and furthermore, that the amount of $284,182.00 will be 100% <br />assessed to benefitted property owners and will be payable over a six year <br />period in equal consecutive installments, the first installment to be levied in <br />1987, with interest at a rate of 8% per year. Motion carried unanimously.(4-0) <br /> <br />RES. #87-46: ASSMT. <br />HEARING. NORTHWOODS <br /> <br />Council was referred to the resolution calling for a <br />hearing on the proposed assessment of the improvement <br />of Northwoods. <br /> <br />Engineer Barry Peters explained the total cost of the improvement of Northwoods <br />would be $339,183.00 and would be 100% assessed; hearing date to be set for <br />August 31st at 7:30 p.m. at the Villase Hall. <br /> <br />. <br />
