ARDEN HILLS CITY COUNCIL —JANUARY 8, 2024 17 <br /> Councilmember Fabel explained he read the motion straight from Community Development <br /> Director Jagoe's recommendation within the staff report. <br /> Mayor Grant asked if staff could clarify what the motion was. <br /> Community Development Director Jagoe reported the recommended motion from staff <br /> includes reference to the adoption of a Resolution, which is the Comprehensive Plan language. <br /> She stated she was confirming if the Council was approving the language as presented, or as <br /> amended, noting suggested language that 20% of the units would be at 60% AMI or less. <br /> City Administrator Perrault explained the motion could be withdrawn and restated. <br /> Councilmember Fabel asked if he should withdraw his motion. <br /> Mayor Grant asked if the Council needed to make a motion to reconsider. <br /> Councilmember Fabel said he was not moving to reconsider the calling to question, he was <br /> moving to seek approval of the two resolutions and he was willing to restate that. He noted he was <br /> not moving to reconsider. <br /> City Attorney Schmidt clarified that a motion to reconsider was not in order because this would <br /> have the Council reconsidering the motion that was previously on the floor, which was to call the <br /> question. <br /> Mayor Grant requested staff call the question. <br /> The motion carried 3-2 (Councilmember Holden and Mayor Grant opposed). <br /> Mayor Grant reported the prevailing side could now make a motion to reconsider the approval if <br /> an amendment was needed. <br /> MOTION: Councilmember Monson moved and Councilmember Rousseau seconded a <br /> motion to reconsider the adoption of Resolution 2024-006 for Planning Case <br /> 23-021 for Comprehensive Plan Amendments to Chapter 6 and Appendix G <br /> to allow for an increase in residential density up to 1,960 units within the <br /> regulating plan for TCAAP. <br /> City Attorney Schmidt clarified if the motion to reconsider was for both items, the Council <br /> would have to reconsider both and both items would have to be voted on again. She suggested <br /> Councilmember Monson withdraw her motion. <br /> Councilmember Monson withdrew her motion. <br /> Councilmember Rousseau withdrew her second. <br />
