<br />MINUTES OF THE ARDE~'LLS SPECIAL CLOSED COUNC4ItMEETING <br />July 13,1987,7:00 p.m. - Village Hall <br /> <br />Roll Call The roll beIng called the following members were <br />present: Mayor Robert Woodburn, Councllmembers <br />Tom Sather and Jeanne Winiecki. Absent: Nancy Hansen and Gary Peck. <br />Also present: Clerk Administrator Patricia Morrison <br /> <br />~councllmember Tom Sather advised: <br /> <br />Council, on May II, 1987, adopted Task Inventories for Maintenance I <br />and Maintenance II, public works employees. <br /> <br />That he suggested, as the Union had demonstrated they did not wish <br />to bargain the salary rate for Malnt. I, the Council set Malnt. I <br />salary at $8.72 per hour (In line with the MAMA rate), and further <br />that there be no contract provision for working out of classification. <br /> <br />That, with this, only negotiable matters left were wages and Insurance <br />for Malnt. II, that the City currently pays $20.00 over average MAMA <br />rate for Insurance, so this should not be Increased, and, that the <br />City had previously offered lOt and 5t (Jan/July) as wage increase. <br /> <br />Mayor Woodburn questioned specIficity of Maint. I task inventory and <br />adoption of a Position Description before an employee is hired to <br />fill posItion. <br /> <br />Sather advised: The union membership were satisfied with the task <br />inventory, but were concerned that the number of existing employees <br />.WOUld be reduced to accommodate Malnt. I; Sather advised this should <br />never happen; by establishing Malnt. I at MAMA rate, the Council was <br />indicating desire to pin al I salaries on MAMA rates; that minor changes <br />could be made In Position Description later, but it would help In <br />negotiations to establish a Position Description and salary rate of <br />Maint. I now; that the next mediation meeting would be on July 23rd. <br /> <br />Mayor Woodburn expressed concern with being over budget for negotiations <br />consultant; Sather advised he felt If union represented properly, the <br />City syould be also, as the C~uncll was not equipped to negotiate. <br /> <br />Motion by Sather, seconded by Winiecki, that <br />Council hereby approves Resolution 87-36, establishing the Position <br />Description, based on Task Inventory approved 5/11/87, of Maintenance <br />Worker I. <br /> <br />Sather and Winiecki withdrew their motion and <br /> <br />second respectively. <br /> <br />. <br /> <br /> <br />R~A~~~ <br /> <br />Robert L.
