He noted that they are planning to preserve the <br />plantings in the area for replacement on the berm; Nelson explained that the <br />hardship is the inability to meet parking needs of the tenant on-site. He ... <br />suggested concerns relative to precedent setting could be eliminated by <br />attaching the variance to the current use of the site. <br /> <br />Winiecki expressed concern that the 31 spaces proposed would not fulfill future <br />expansion needs; her opinion was based on the projected growth figures stated <br />by applicant. <br /> <br />Arnold Angeloni, representative of Deluxe Check Printer, stated the parking lot <br />expansion as requested would provide adequate parking for at least two years; <br />advised they are discussing alternate solutions for future growth. <br /> <br />Councilmember Sather stated that in his opinion the reduction of green space <br />was not drastic; the Village would benefit from the business growth and the <br />on-street parking problem would be eliminated. <br /> <br />Councilmember Peck arrived. <br /> <br />Winiecki stated that she was not opposed to the variance request, however, she <br />expressed concern that the tenants will outgrow this facility and vacate the <br />building, however, the variance will remain on the site. <br /> <br />Tim Nelson advised that he would be willing to restore the green space area if ... <br />Deluxe should vacate the facility in the future. He stated that the parking lot <br />as it currently exists exceeds the parking requirements for the site, it is <br />used to capacity because of the present tenant and their production department; <br />if the building were used strictly for office use, the parking problem would <br />not occur. <br /> <br />Sather moved, seconded by Woodburn, that Council <br />approve Case #87-21, Site Coverage Variance for parking lot expansion, 1275 Red <br />Fox Road, Everest II, as submitted. Motion failed. (Sather voting in favor; <br />Woodburn and Winiecki opposed; Peck abstained) (1-2-1) <br /> <br />Winiecki moved, seconded by Woodburn, that Council deny <br />Case #87-21, Site Coverage Variance for parking lot expansion, 1275 Red Fox <br />Road, Everest II, based on the fact that there are no identifiable hardships <br />related to the land and the applicant has not explored alternative plans for <br />parking lot expansion. Motion carried. (Winiecki and Woodburn voting in favor; <br />Sather opposed; Peck abstained) (2-1-1) <br /> <br />CASE #87-22; AMENDED <br />SITE PLAN; PERKINS, <br />RED FOX/LEXINGTON <br /> <br />Council was referred to Planner's memorandum (6-26-87), <br />relative to the amended site plan review for Perkins <br />restaurant at Red Fox Road and Lexington Avenue. <br /> <br />. <br /> <br />Miller explained the applicant is proposing to convert the Town Crier <br />restaurant to a Perkins; the conversion will include interior remodeling, <br />construction of additions for a new entrance, a solarium dining area, and food <br />storage facilities. He stated the exterior of the building will be upgraded and <br />the parking lot expanded. <br /> <br />Council was referred to the Planning Commission minutes of 7-1-87; recommending <br />approval contingent upon the applicant submitting a landscape plan and a plan <br />for trash enclosure; Miller advised that both had been submitted and reviewed <br />by him and it was his opinion both plans were adequate. <br /> <br />The Planner noted that no signage diagrams were submitted, however, the <br />applicant advised that signs will be replaced in accordance with Ordinance <br />requirements. <br /> <br />There was discussion of the relocation of the front entrance to the north of <br />the building and placement of no parking signs along the west driveway. <br /> <br />Tom Koury, owner of the restaurant, was present to answer any questions. <br /> <br />. <br />
