Plan Review for <br />Daybridge Daycare Center, contingent upon the conditions as outlined by the <br />Planning Commission in their minutes of June 3, 1987, and, upon resolution of <br />Park Dedication. <br /> <br />. <br /> <br />There was discussion relative to the landscape plan and berm. The Planner <br />stated the berm would be moderate and he would prefer to defer approval of the <br />landscape plan until the site has been graded. Miller also addressed Council <br />questions relative to extending the roofline parapet for screening purposes; he <br />noted that was his recommendation, however, even if that is provided there <br />would be the need for additional screening from the second level of the <br />townhomes. <br /> <br />Council concurred that the applicant should be required to provide adequate <br />,screening since this parcel will set a precedent for the remaining vacant <br />portion of land. Council also commented that they would like to see a fair <br />percentage of the screening provided by evergreens. <br /> <br />Council discussed the striping of Hamline Avenue to locate the access drive and <br />a mandatory right turn lane for the access drive off Highway 96. Miller advised <br />he would review both matters with Glen Van Wormer. He stated it was the <br />Engineer's opinion that the right turn lane from Highway 96 would be a <br />mandatory requirement from MN/DOT. <br /> <br />Council also discussed the park dedication for the parcel; questioned if the . <br />matter was resolved by providing the 20 ft. easement. <br /> <br />Parks Director Buckley stated he would research the matter and report back to <br />Council. <br /> <br />Motion carried unanimously. (5-0) <br /> <br />EDGEWATER ESTATES <br />LGTING/LANDSCAPE <br />PLAN REPORT <br /> <br />Planner reported to Council that he had reviewed the. <br />landscaping and lighting plans and they conform to City <br />requirements for these items. He noted that the <br />landscape plan did not address the entrance to the <br />apartment complex; applicant was unsure as to why this area was not included in <br />the plan submitted. Miller advised that if an adequate job is done at the <br />entrance, similar to the plan submitted this evening he would recommend <br />approval. <br /> <br />Planner reviewed the lighting proposed for the driveway, parking lot area and <br />front of the building; it is a low-level bollard light. He stated security <br />lighting is provided at the sides and rear of the building by small <br />building-mounted floodlights. <br /> <br />Council questioned if the underground garage facility would be lighted. <br /> <br />. <br /> <br />Miller stated he was not aware of the light source in the underground garage <br />facility, however, it is usually provided on a permanent basis for security and <br />safety purposes. <br /> <br />The consensus of the Council was to accept the Planner's recommendation for <br />approval of the lighting and landscape plans, contingent upon applicant <br />providing Planner with design for entrance landscaping. <br /> <br />Council was referred to Fire Chief's memorandum <br />(6-5-87); which states that although the underground <br />garage area will not be sprinkled, the owner has <br />provided the alternatives for compliance with the <br />Uniform Fire Code. Winkel stated the owner is providing portable extinguishers <br />and openings of 20 sq. ft. every 50 linear ft. which are entirely above ground. <br />He noted that the windows in the .garage area are 32 sq. ft. in size and are <br />placed every 30 ft.; which exceeds the U.F.C. requirements. <br /> <br />EDGEWATER ESTATES; <br />GARAGE SPRINKLING <br />REPORT; FIRE CHIEF <br /> <br />Councilmember Winiecki questioned if there was access provided to the rear of <br />the building for emergency vehicles. <br /> <br />. <br /> <br />Fire Chief Winkel stated there is a gravel road at the rear of the building for <br />emergency vehicle access; he noted that the applicant was not required to <br />provide this access but has been very cooperative. Council accepted the report. <br /> <br />NO. HGTS. LUTHERAN <br />CHURCH; LIGHTING <br /> <br />Planner discussed the conversations he has had with <br />Arlo Lien, Business Manager for the Church, relative <br />to the lighting complaints received by the Village. <br />
