<br />- <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Minutes <br />Page 7 <br /> <br />of the Regula.uncilMeeting, May 11, 1987. <br /> <br />PARKING (CONT'D) <br /> <br />Councimember Hansen commented that she had discussed <br />the parking situation with the School Board; the <br />it is a City problem. Council suggested urging residents to <br />to the School Board requesting resolution of the parking <br /> <br />response was that <br />submit a petition <br />situation. <br /> <br />After discussion, Council consensus was to approval individual street postings <br />until the end of this year and review the parking situation prior to the <br />beginning of school next fall. <br /> <br />Peck moved, seconded by Sather, that Council ratify the <br />posting of no parking signs on Crystal Avenue and Dellview. Motion carried <br />unanimously. (5-0) <br /> <br />OTHER BUSINESS <br /> <br />TOUR OF NSP FACILITY Councilmember Hansen reported that the RCLLG meeting <br />tour of the NSP Plant in Newport was well attended by <br />representatives from Arden Hills and was very interesting and informative. <br /> <br />RESIGNATION; ZEHM Councilmember Hansen thanked Steve Zehm for his years <br />of service as a part-time employee. Clerk Administrator <br />advised Council that a Public Works employee had expressed an interest in the <br />custodial position; Council instructed Morrison to review the Union contract <br />for any conflicts. <br /> <br />PROPOSED SERVICE <br />FEES INCREASE <br /> <br />Council discussed the informational memorandum from <br />Clerk Administrator regarding an increase in fees for <br />services provided by the Village; i.e., copies of <br />minutes, assessment searches, Code Books, etc. <br /> <br />Council and Planning <br /> <br />Council suggested the clarification be included, such as "annual fee" or <br />"postage included", on the final draft. Council questioned if copies would <br />still be provided free of charge to County Board Chairman, Ramsey County <br />Sheriffs Department, etc., and if the increase reflects what surrounding <br />communities charge. Morrison stated the copies would still be provided free of <br />charge to persons connected with the operation of the Village; she noted the <br />fees reflect what metro area communities are charging for these services. <br /> <br />Hansen moved, seconded by Wini4cki, that Council accept <br />the miscellaneous fee increase, effective July I, 1987, as proposed by the <br />Clerk Administrator in her informational memorandum (5-8-87). MOfion carried <br />unanimously. (5-0) <br /> <br />DRAINAGE PROBLEM <br />1270 WYNRIDGE <br /> <br />Mayor Woodburn referred Council to a letter dated <br />5-7-87, relative to the drainage problem on Wynridge <br />caused by improper grading. <br /> <br />Clerk Administrator commented that she has discussed the matter with the <br />Building Inspector who advised the owner of the property has the necessary <br />equipment to correct the problem; Squires has contacted the owner and stated he <br />would check the area to determine if the grading has been corrected. <br /> <br />Morrison suggested sending a certified letter to the owner defining what needs <br />to be done and setting a date for completion of the project. <br /> <br />Council discussed what the basis for enforcement would be and recommended <br />Morrison review the matter with the Attorney, Building Inspector and Public <br />Works Supervisor to determine responsibility for correction of the problem. <br /> <br />KARTH LAKE CIRCLE Mayor Woodburn referred Council to a letter regarding <br />a hedge on Karth Lake Circle and Hamline Ave., which <br />hinders motorists visibility; also mentioned was the poor striping on Hamline <br />Ave. Council instructed the Public Works SUPervisor to review both items and <br />report to Council. <br /> <br />MSA FUNDS; SNELLING <br /> <br />Mayor Woodburn advised the Village has been rejected <br />for MSA Funds for Old Snelling Avenue, however, the <br />Engineer is still pursuing this matter. <br />
