<br />. <br /> <br />. <br /> <br />MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING <br />Monday, March 30, 1987 - Village Hall <br /> <br />CALL TO ORDER <br /> <br />Pursuant to due call and notice thereof, Mayor Woodburn <br />called the meeting to order at 7:30 p.m. <br /> <br />. <br /> <br />ROLL CALL The roll being called the following members were <br />present: Mayor Woodburn, Counci1members Dale Hicks, <br />Nancy Hansen, Gary Peck and Thomas Sather. Also present were Engineers Donald <br />Christoffersen and Barry Peters, planner Orlyn Miller, Parks Director John <br />Buckley, Public Works Supervisor Robert Raddatz, Clerk Administrator Patricia <br />Morrison and Deputy Clerk Catherine Iago. Treasurer Donald Lamb arrived at 9:00 <br />p.m. <br /> <br />APPROVE MINUTES Moved by Sather, seconded by Peck, that Council approve <br />the minutes of the Regular Council meeting of March 9th <br />and the Special Council meeting of March 21, 1987, as submitted. Motion carried <br />unanimously. (5-0) <br /> <br />BUSINESS FROM FLOOR Virgil Graves, 3580 North Snelling, questioned the <br />status of the condemnation proceedings on Lindey's <br />Triangle. Graves also asked if the existing roadway would be used as part of <br />the parcel, if the City obtains the property, or would continue to be used as a <br />road. <br /> <br />After discussion, Council advised that no determination would be made regarding <br />the parcel until condemnation proceedings have been completed. <br /> <br />. <br /> <br />RES. NO. 87-18: JOSH <br />KLICK, EAGLE SCOUT <br /> <br />Mayor Woodburn read the resolution congratulating Josh <br />Klick for attaining the rank of Eagle Scout; he <br />presented the resolution to Josh. Woodburn asked Josh <br />what community service project he had completed to obtain the rank of eagle <br />scout. Josh stated he had fingerprinted the children at his school snd advised <br />their parents how the process would help locate the children if they were <br />reported missing. <br /> <br />Moved by Hansen, seconded by Peck, that Council approve <br />Resolution No. 87-18, RESOLUTION CONGRATULATING JOSH KLICK FOR ATTAINING THE <br />RANK OF EAGLE SCOUT. Motion carried unanimously. (5-0) <br /> <br />BRADFORD SITE, <br />3200 HAMLINE; <br />LI'l"l'LE BROS. <br /> <br />Planner Miller reviewed his memorandum of 3/23/87; <br />regarding use of the site on Lake Josephine which was <br />obtained by the Little Brothers/Friends of the Elderly <br />through the will of John P. Bradford. <br /> <br />. <br /> <br />Miller was contacted by John Hoffman, attorney for the Little Brothers <br />organization, who explained the specifications of the will and asked for an <br />interpretation of how the proposed uses comply with the zoning requirements of <br />the R-l District. After consultation with the Zoning Administrator, Miller <br />determined that none of the definitions of the zoning ordinance fit the <br />proposed "retreat center" classification precisely. The Planner consulted <br />Attorney Lynden and concluded that the "institutional housing" definition could <br />be considered applicable: noting that would require obtaining a Special Use <br />Permit for the site. Another alternative Miller proposed was the addition of a <br />specific definition for "retreat center" to the zoning ordinance; noting this <br />would require a public hearing to amend the ordinance. Miller further stated <br />the property could be rezoned, however, this would reduce the City's control. <br /> <br />The Planner advised that the zoning ordinance provides for Council <br />determination when questions arise regarding whether a proposed use falls <br />within a permitted or special use category; he recommended that the proposed <br />retreat center be interpreted as a specially permitted use in the R-l District <br />under the institutional housing use category. <br /> <br />John Hoffman and Mary Quirk, representing the Little Brothers organization were <br />present. Mary Quirk outlined the proposed use of the site for underprivileged <br />and elderly persons. <br /> <br />. <br /> <br />After discussion, Council concurred that the proposed use of the site be <br />interpreted as a specially permitted use in the R-l District, under the <br />institutional housing use category and that the Little Brothers organization be <br />directed to make application for a Special Use Permit for the retreat center <br />after their plans are formulated. <br />
