.

.

Minutes of the Regular Council Meeting, March 30.1987
Page 2

HAMLINE AVE.
LANDSCAPING

Council was referred to Planner's memorandum (3/25/87),
re: additional landscaping on Hamline Avenue.

Planner Miller reviewed the original plan for landscaping Hamline and .
identified areas where additional plantings appeared feasible since substantial
completion of construction had been accomplished. He and the Engineer
determined additional plantings would enhance the area. Miller stated the cost
increase would be approximately $4.800; based on unit prices in the original
landscape bid.

Barry Peters of SEH identified the 56 additional plantings; 28 Flowering Crab
trees, 6 Maple trees, 1 Black Hills Spruce and 20 Dogwood shrubs.

Council discussed whether or not homeowner's should be contacted for input;
responsibility for maintenance of the plantings; enhancement of Ham1ine Avenue
as a "gateway" street in the City.

Miller stated the residents were not contacted for .input on the original
landscape plan or the additional p1antings; he noted that it is the homeowners
responsibility to maintain the boulevard plantings.

Moved by Hicks, seconded by Sather, that Council approve
the additional landscaping on Ham1ine Avenue as presented and directed the
Engineer to prepare Change Order No.1. Motion carried unanimously. (5-0)

EDGEWATER ESTATES;
CHANGE ORDER NO.4

Council was referred to Change Order No.4, relative to
the Edgewater Estates project.

.

Barry Peters of SEH reviewed the three items listed; noted that the cost for
Item #3 on the change order would be charged back to the developer for improper
grading of the boulevards.

Hicks moved, seconded by Hansen, that Council approve
Change Order No.4 on the Edgewater Estates project, in the amount of $3,398.50
and furthermore, that the developer reimburse the City in the amount of
$2,321.00 for the improper grading of the boulevards along Bruberry Lane and
Wedgewood Circle. Motion carried unanimously. (5-0)

GLENVIEW AVE;
STORM SEWER

Council was referred to letter from Barry Peters of SEH
(3-26-87) re: the flooding problem on G1enview Avenue
and Glenview Court.

Barry Peters reviewed the history of the drainage problems and previous
attempts to alleviate the problem. Peters summarized his recommendations for
correcting the drainage problem:

1. Replacing the 18" CMP outlet with a larger capacity concrete pipe and .
installing high capacity catch basins at the low point on Glenview Ave.
and the two catch basins southwest of Glenview Court.
2. Constructing a bermed drainage swale, behind the curb, and extend from
the swa1e from the low point to the property line then east along the
north property line to Valentine Park.
3. Construct a small berm in front of 3946 Glenview to reduce the potential
for water jumping curb and draining across the Caniff's property.

The estimated cost of the recommended system, including engineering, legal and
administrative costs is $23,000.00.

Council discussed various methods of funding for the project or if the project
could be included as part of the Edgewater Estates development.

The Engineer stated he would contact the developer for the Edgewater project to
determine if Glenview Avenue could be done in conjunction with Edgewater and to
receive a cost estimate.

The Public Works Supervisor advised he would review the 1987 budget to
determine if funds are available for the project.

There was discussion regarding catch basin and pipe design, and potential water
damage to park property. Barry Peters gave rationale for size of pipe and
catch basin design; also explained that the catch basin apron at Valentine Park
would include rock for water distribution.

.
