.

.

Minutes of the Regular Council Meeting, March 30,1987
Page 4

1987 TREE REMOVAL
CONTR. BID AWARD

Council was referred to Parks Director's memorandum
(3-26-87), re: award of bid for 1987 diseased tree
removal.

Buckley advised that Gorecki Trees was the low bidder, in the amount of
$15,827,and reported that he had checked references for the company with the
Cities of Edina, Richfield and Robbinsdale: all gave good recommendations. He
also noted that in comparison with the 1986 tree removal bid, it appears the
cost could decreased by approximately 3.2%.

.

Hansen moved, seconded by Sather, that Council award the
bid for the 1987 Diseased Tree Removal contract to Gorecki Trees in the amount
of $15,827.00. Motion carried unanimously. (5-0)

The Parks Director explained the festivities planned for
an Arbor Day celebration in Arden Hills. He invited the
Councilmembers to participate in the tree planting, park
cleanup and trail walking activities on Saturday, April 25th, from 9:30 a.m.
until noon; tentative schedule for participation is listed in the Parks &
Recreation Committee minutes of 3-24-87.

ARBOR DAY;
4/25/87

CHAR. GAMBLING
LIC.; BINGO

Council was referred to applications for Charitable
Gambling Licenses for Guadalupe Mexican Education
Society, Inc. and Trade Lake Camp, Inc.

Jim Adams, representing Bingo Hall at 3776 Connelly Ave., explained these two .
applications would fill out the organizations intending to operate bingo
occasions at the site. He advised that there would be 21 occasions of bingo at
the hall: one licensee can operate two bingo games per week, not to exceed an 8
hour period of time. Adams stated that the occasions will be held Wednesday
through Sunday: with 7 licensed organizations operating two games per week.

Adams stated that these two applications are the final requests for
organizations operating at the 3776 Connelly Avenue site.

A representative of the Guadalupe Mexican Education Society gave a brief
explanation of their charitable operation. Jim Adams reviewed the history of
the Trade Lake Camp facility.

There was discussion regarding the selection process for charities operating in
the bingo hall and organization of management of the bingo occasions.

Clerk Administrator Morrison noted that the applications are for Class A
Charitable Gambling Licenses: which includes Raffles, Padd1ewheels, Tipboards
and Pull-Tabs, as well as Bingo.

Counci1members expressed concern regarding the impact of the charitable
gambling operation on the Village. There was discussion of the Attorney's .
letter (3-27-87) which outlined enactment of a charitable gambling ordinance.
Council reviewed the ordinances of some other cities and discussed restrictions
which may be placed on the charitable gambling activities; some members
strongly agreed with the suggested provision for a phaseout period and favored
the more restrictive ordinances.

Peck moved, seconded by Hicks, that Council direct the
Village Attorney to draft regulations which pertain to Charitable Gambling in
Arden Hills. Motion carried unanimously. (5-0)

In discussion, Councilmembers questioned the number of bingo occasions allowed
by State law: noting that these two applications bring the number of
organizations operating at 3776 Connelly Avenue to 7 charities. Council
concurred their preference would be to reduce the number of bingo occasions.

Hicks moved, seconded by Sather, that Council approve
the Charitable Gambling License applications for Guadalupe Mexican Education
Society, Inc. and Trade Lake Camp, Inc., subject to confirmation by Attorney
Lynden that State Law allows 21 occasions for Bingo. Motion carried. (Hicks,
Sather, Hansen, Woodburn voting in favor; Peck voting in opposition) (4-1)

NO PARKING;
MOUNDS VIEW H.S.

Hansen moved, seconded by Sather, that Council discuss
the No Parking Area, Mounds View High School, at this
time. Motion carried unanimously. (5-0)

.
