<br />. <br /> <br />. <br /> <br />Minutes of the Regular Council Meeting, March 30,1987 <br />Page 5 <br /> <br />NO PIING (CONT'D) Council was referred to the Public Safety/Works <br />Committee minutes (3-19-87) relative to the parking <br />problems in the area of Mounds View High School. <br /> <br />. <br /> <br />Mayor Woodburn suggested the installation of 2-hour parking between 8:00 a.m. <br />and 4:00 p.m. signs in the area. <br /> <br />Hicks noted the parking lot is not full during the day; questioned why students <br />do not use the lot. <br /> <br />Clerk Administrator Morrison reviewed how the School District is attempting to <br />alleviate the problem by issuing permit parking for the limited on-site parking <br />spaces. She stated that the school is monitoring the parking lot on a daily <br />basis and issuing a certain number per week, until the maximum parking limit is <br />reached. Morrison also adVised that Mr. Rudolph of the School District has <br />asked parents to encourage students to ride the bus. <br /> <br />Hansen reviewed the area residents concerns: blocking of mailboxes, litter, <br />limited accessibility for emergency vehicles, access to personal driveways and <br />general safety factors. <br /> <br />Philip Vogel, 1817 Janet Court, stated that the problems exists in the evening <br />hours, as well as daytime hours, particularly during football season. <br /> <br />. <br /> <br />Mayor Woodburn advised that Council has placed the matter of parking during <br />football season on their fall agenda. <br /> <br />Sather explained to the residents that Council intent for limited parking in <br />this area is not to restrict residents of Janet Court; but rather to increase <br />enforceability. <br /> <br />Richard Tangen, 1800 Janet Court, stated that he is a five-year resident in the <br />area; this is the first year there has been a problem. Tangen was unsure if a <br />two hour limit would solve the problem and suggested either parking by permit <br />or no parking between 7:00 a.m. and 3:00 p.m. would be better. <br /> <br />Morrison stated that Paul Malone of the PS/W Committee had obtained cost <br />estimates for parking permits; decals for parking permits are approximately <br />$150.00 per 100. She further adVised that Jerry Bergeron of the Sheriff's <br />Department explained that the decals are easily duplicated. Bergeron had also <br />stated that Sheriff's Department personnel could be notified by area residents <br />if they plan a social function that would increase parking on a specific date. <br /> <br />Alaine Will, 1810 Janet Court, had monitored the Mounds View school parking lot <br />for two days and noted 57-60 open spaces in the lot. She stated that a 2-hour <br />parking limit would help correct the parking situation. <br /> <br />. <br /> <br />Mike Murlowski, 1803 Janet Court, agreed with the 2-hour parking limit concept. <br /> <br />Hicks stated that this would be a positive step; if the situation is not <br />corrected Council and residents can discuss alternate solutions. <br /> <br />Peck stated that students may be able to move the vehicles during the day to <br />reduce the chance of receiving a parking violation. <br /> <br />Moved by Sather, seconded by Hicks, that Council approve <br />the posting of two-hour parking, between 8:00 a.m. and 4:00 p.m., signs on <br />Janet Court, Fairview Avenue, Rolling Hills Road and Gramsie Avenue. Motion <br />carried. (Sather, Hicks, Peck and Woodburn voting in favor; Hansen voting in <br />opposition) (4-1) <br /> <br />CHAR. GAMBLING <br />ORDINANCE DISC. <br /> <br />Council concurred that the provisions of the Charitable <br />Gambling Ordinance should be discussed further before <br />directing the Village Attorney to draft the ordinance. <br /> <br />. <br /> <br />Peck moved, seconded by Hansen, that the discussion of <br />enactment of the Charitable Gambling Ordinance be continued to the regular <br />Council meeting to be held on April 27, 1987, at the Village Hall. Motion <br />carried unanimously. (5-0) <br />
