<br />Council was referred to Raddatz's memorandum (3-27-87)
<br />re: purchase of garage doors for Maintenance Shop.
<br />
<br />Raddatz recommended the purchase of the two small doors, with automatic
<br />openers, in 1987 and the purchase of three doors in 1988.
<br />
<br />.
<br />
<br />Sather moved, seconded by Peck, that Council approve the
<br />expenditure of $2,900.00 for two garage doors and automatic openers, for the
<br />Maintenance Shop. Motion carried unanimously. (5-0)

<br />Council was referred to the following memorandums from
<br />the Public Works Supervisor: Street Sweeping, Tractors
<br />Works and Parks Department, Alarm System, Storm Sewers (Townhouse
<br />Summer Employment and House Numbering.
<br />
<br />Raddatz advised that he will report on these items at the regular Council
<br />meeting of April 13, 1987.

<br />
<br />Hicks moved, seconded by Peck, that Council approve the
<br />First Amendment to Special Use Permit, Case No. 84-5,
<br />Arden/Shoreview Animal Hospital, allowing the hospital
<br />to have a maximum equivalent staff of six (6) employees. Motion carried
<br />unanimously. (5-0)

<br />
<br />Hansen moved, seconded by Peck, that Council approve the
<br />Special Use Permit, Case No. 85-15, David and Diane
<br />Cmiel, accepting the grading and seeding of lots 6, 7
<br />and 8, Lakeshore Homesites, as they currently exist. Motion carried
<br />unanimously. (5-0)

<br />ORD. NO. 246;
<br />SNOWMOBILES
<br />
<br />Mayor Woodburn noted the draft of Ordinance No.246,
<br />as submitted by the Attorney, would allow all-terrain
<br />vehicles to operate in the City during the winter and
<br />summer months; he asked if Council intent was for these vehicles to be used
<br />year-round. Council concurred that was not their intent; suggested restrictions
<br />be incorporated in the Ordinance to eliminate the use of all terrain vehicles
<br />in the winter months. Also, Councilmembers questioned the definition of the
<br />term "roadway"; asked for Attorney clarification on the term "roadway".
<br />
<br />Council consensus was to direct Attorney Lynden to redraft the ordinance as
<br />discussed.
<br />
<br />Hansen moved, seconded by Hicks, that Council introduce
<br />by title Ordinance No. 26, AN ORDINANCE AMENDING ARTICLE II OF CHAPTER 26 OF
<br />THE ARDEN HILLS CODE BY INCREASING PURVIEW THEREOF TO ENCOMPASS RECREATIONAL
<br />MOTOR VEHICLES, REORGANIZING SAID ARTICLE, AND ADDING A SECTION REQUIRING
<br />MANDATORY PENNANTS FOR SNOWMOBILES. Motion carried unanimously. (5-0)

<br />AT ARSENAL
<br />
<br />Council was referred to letter from James Stolpestad,
<br />requesting Case No. 87-04, Rezoning from B-1 to B-2,
<br />Highway 96 and Ham1ine Ave., be continued to the next
<br />regular Council meeting to be held on April 13, 1987.
<br />
<br />Sather moved, seconded by Hansen, that a Closed Meeting
<br />for labor negotiations be scheduled for 7:00 p.m., April
<br />13, 1987, at the Village Hall. Motion carried
<br />unanimously. (5-0)
<br />
<br />Councilman Peck asked the Clerk Administrator if the
<br />deer would be tranquilized or killed.
<br />
<br />Morrison advised the Council that the Twin Cities Arsenal, in conjunction with
<br />the U of M, would be eliminating the deer in the arsenal property and this was
<br />being conducted as part of a land management study being done this summer.

<br />
<br />Councilmember Hansen discussed the following items:
<br />
<br />- Hansen will be absent from the April 13th Council meeting and April 16th
<br />PS/W meeting.
<br />- Recycling - Suggested Council should activate a plan for Recycling
<br />before a plan is mandated. Referred Council to
<br />PS/W Minutes (3-19-87)
<br />- Sales Tax - Noted 6% Sales Tax for Cities is pending; if opposed we
<br />should contact Legislators; suggests further discussion.
<br />- RCLLG - Meeting April 23rd, scheduled tour of the NSP plant.
