......

.

Minutes of the Regular Council Meeting, March 30,1987
Page 6

REPORT OF PUBLIC WORKS SUPERVISOR

SALARY INCR.;
J. MOONEY

Council was referred to memorandum from Public Works
Supervisor (3-27-87) re: one year salary step increase
for Public Works employee Joe Mooney.

.

Raddatz noted the Public Works union contract provision for an increase to 90%
of base pay at the end of one year of employment. He reported that Joe is a
good worker, willing to learn, a very good mechanic and is knowledgeable about
all types of equipment; he recommended the step increase.

Sather moved, seconded by Peck, that Council approve the
salary step increase from 80% to 90% of the base pay received by the other
Public Works Employees (being $11.73 per hour), in accordance with the contract
provisions, effective April 1, 1987. Motion carried unanimously. (5-0)

ADVERTISE BID;
ONE-TON TRUCK

Council was referred to memorandum from Public Works
Supervisor (3-27-87) re: advertising for bids for a
one-ton truck, to be used by Parks and Public Works
Departments.

Raddatz explained that $13,500 was budgeted in 1987; the cost estimate for the
new vehicle, including box, hoist and snow plow, is approximately $19,000,
therefore, the old truck will be traded in to cover the cost differential.

Sather asked if the truck bid would be independent of the box, hoist and snow .
plow bid.

Raddatz advised it would; he is using the bid specifications from two years
ago.

Sather moved, seconded by Peck, that Council authorize
the advertisement for bids for the purchase of a one ton truck for the Parks
Department, and advertisement for bid for the purchase of a box, hoist and snow
plow. Motion carried unanimously. (5-0)

ADVERTISE BID;
JETTER TRUCK

Council was referred to memorandum from Public Works
Supervisor (3-27-87) re: advertising for bids for
replacement of the jetter truck.

Raddatz explained that the funds for replacement of the jetter truck were
included in the 1986 budget; Council elected to defer the purchase. He advised
that even though the truck is in good shape, it is 17 years old and an
important piece of equipment.

Council discussed costs for replacement of the water pump or motor on the old
jetter truck. Raddatz advised that the truck would not be worth anymore in
trade if either of the costly repairs on the truck were made.

.

Sather moved, seconded by Peck, that Council authorize
the advertisement for bids for the purchase of a new jetter truck. Motion
carried unanimously. (5-0)

LEVELING OF CURBS

Council was referred to Raddatz's memorandum (3-27-87)
relative to the problem of sunken curbs.

Raddatz explained he had consulted with SEH regarding correcting the problem
and had a contractor demonstrate the process of leveling the curb sections by
mudjacking. A survey shows approximately 1,000 feet of curb needs repair, in
the Karth Lake area, and less extensive amounts in other areas. He proposed
that 300-400 feet of curb be done each year until the problem is corrected.
Raddatz estimated the cost of mudjacking at $3.75 per foot of curb and gutter;
since this was not budgeted for in 1987 and very little sand or salt was used
this year, he suggested using the amount budgeted for sand/salt to cover the
cost of mudjacking this year. He noted that one resident has lost a muffler due
to the sunken curb; he questioned the liability of the City if subsequent
losses of this nature are reported.

Hansen moved, seconded by Sather, that Council approve
the expenditure not to exceed $1,600.00 in 1987, Public Works General Fund
101-43100-224, for mudjacking curbs in 1987, and that funds be budgeted for 300
to 400 feet of curb each year until the problem has been corrected. Motion
carried unanimously. (5-0)

.
